If it was a friendly and you don't want the confrontation (I know I'd get offended tbh if someone started keeping track of my units for me) and you are pretty damn sure that yes he was cheating, not 50/50 might be, then maybe just try to avoid playing him.

A lot of cheats soon find themselves with noone to play against.
