I really want to get into 40k, but I'm unsure which army to choose.
However there are a few that I dont want to choose:
Orks
Chaos Daemons
Space Marines (I mean the codex itself, not all of them)

what do you guys think?

It really depends on what type of army you want to play, and how much you have to spend.

any additional info would be helpful.

Follow-up question: Why do you not want to choose Orks or Space Marines?

Daemons are most likely no that best army to start with ( different rules for entering play than any other faction) but I would follow simitties suggestions, and pick which ever will be the most fun for you.

To answer Smitty
1. I dont have a huge amount of cash to spend, so elite.
2. I'd like close combat more, but not complete close combat.
3. If static line is formations, then not exactly. But I dont like chaotically.
4. Survivability, mobility is good too, but its the less important one.

And the reasons I dont want vanilla marines is because their too bland and basic. And I dont want orks because thats what I play in fantasy.

Do some research on the armies. A little fluff can go a long way. Figure out which army you think is the most bad @ss, then indulge yourself in the history. You become part of something so much bigger and it gives you a warm feeling inside. But if you can't get into an army, the story, the characters, what they fight for, it might be difficult to enjoy fielding them.

Quick refence:
IG- Regualar soldiers/a lot of them/a lot of tanks

Eldar- Space Elves. Lots of different special units to dabble in

Dark Eldar- Dark Elves basically. Pirates

Tau- Peace seeking aliens... with battke-suits and long ranges

Tyranids- Awesome looking aliens. Creates pink mist in CC

CSM- you don't want SM or Chaos... but together? Awesome stories and a lot of places to go with it

GK- Like SM but can call Inquisitors

SoB- Not recomended... I play them, but they got sh@t on with the new codex. And no plastic models....

Well from what ive read fluff wise, it seems eldrad kicks some serious ass. However, I've never actually looked at an eldar or dark eldar codex at all.

Eldar and Dark eldar usually have a high model count, so they are fairly expensive monetarily speaking.

As for your criteria:

1. I dont have a huge amount of cash to spend, so elite.
Grey Knights would be good, usually a low model count, Space Wolves as well, TWC eat up points.
2. I'd like close combat more, but not complete close combat.
Grey Knights or Space Wolves, they are both great at CC, and have good shooting.
3. If static line is formations, then not exactly. But I dont like chaotically.
Grey Knights and Space Wolves deploy normally, so either.
4. Survivability, mobility is good too, but its the less important one.
Grey Knights or Space Wolves both have survivability, with decent mobility.

Check out the Grey Knights and Space Wolves, if you like one of them, that is what you should go with, if not your other options are: Blood Angels (Mostly CC, but good at shooting as well.) Black Templars (older codex, but it still works) Dark Angels (older codex, but it still works)
Tyranids, but you would have to get a bunch of MC's to make it less expensive (older codex, but it still works).

alternatively you could go with Chaos Space Marines (Some interesting choices in this Codex), Imperial Guard (If you play a vehicle heavy army you will have a low model count, but do not go all infantry, you will buy a ton of models and that will get expensive).

I have had a look at DE and they seem pretty damn cool. I have an army list written, give me some feedback.Btw cheers for all the help guys.

Aha, what? CWE have very low model count, some of the lowest excluding grey knights or all-termi space marines.

What I did is played a few RTS games on my PC from there I decided on my race depending on my favorite play style that I was good at.

I played SupCom FA for this but if you don't have a great PC age of empires 2, (not 1, not 3, but 2) will do fine.
