So I fight almost nothing but Necrons all the time and I can't ever seem to be effective against monoliths or destroyers? The main army I play is Space Wolves hence the subject but are there any effective strategies against Necrons with any army besides Tau at 2000pts? The special thing is though I need a strategy besides gunning for phase out. Please help! thanks.

Any particular reason why? Since 2/3 games you'll be doing that very thing anyway, albeit only because Warriors are the only scoring Necron unit.

Learn to focus fire with shooting and learn to exploit the WBB rules. If you remove entire units its much harder for him to bring them back.
Other that that, with SW you should easily be able to win the game purely with assaults. Necrons are terrible in assault and critically have terrible I, which means you can easily sweep them and kill entire units. Standard Grey Hunters will do the job, anything stronger will run through them easily. Getting units across the field shouldn't be too hard as Necron shooting is terrible at a) killing vehicles b) killing multiple vehicles, so just pushing Rhinos at him some will make it.
Generally you will be ignoring Monoliths, SW rarely take S10 shooting (because Fangs are awesome) and only occasionally have S10 in assault (from Thunderwolves with Fist/Hammer).

Well the reason is that its for a campaign where I choose an army to land on a tomb world with 2000pts. that goes through the phases of a necron invasion so I need to be able to handle lots of monoliths and destroyers with some missions not being able to phase them out. It might be an impossibility to do it any other way but phase them out, but is there any tactic at all?

TWC with shields and hammers should do wonders. S10 melee will tear that monolith apart, and destroyers (Like most Necron units) crumble against a close combat force.
Just be weary of wraiths and C'tan. Nightbringer can ID your TWC and ignore their shields, while wraiths can tie your boys up with their own 3++ saves.
In other words, TWC and longfangs should handle the job. (Like most things...)

So I took into account most of the advice here and here's what I came up with. Tell me what you think.
HQ:
Wolf Lord, 2 Wolf Claws, Belt of Russ, Saga of Beastslayer: 175
Wolf Lord, Thunderwolf, SS/PF, Saga of the Bear: 235
Troop Choice:
10 Grey Hunters, Mark of the Wulfen, Rhino, Power Weapon: 215pts.
9 Grey Hunters, Mark of the Wulfen, Rhino, Power Weapon: 200pts.
Elite:
5 Wolf Guard, Termie Armour, 2 Wolf Claws per guy: 240pts.
Fast Attack:
1 Thunderwolf Cavalry w SS/PF: 105pts.
Heavy Support:
2x6 Devastators w 5 Lascannons, Razorback, TL-Lascannon: 290pts. each so 580pts.

If your opponent is giggling around the field with Monoliths, do the following:
Logan + Long Fangs with Lascannons. Have Logan use Tank Hunter to boost the Lascannons to STR10 (or Missiles to STR9), and pop his Monoliths.
Phase Out can work depending on the Necron army you're playing against, but trying to kill Monoliths (and succeeding) is so much fun.

ok so I looked through the codex and loved the idea of the Logan + Long Fangs so i re-did the list again. Here's what I came up with:
HQ:
Logan Grimnar: 275pts.
Wolf Lord, Belt of Russ, Saga of Beastslayer, 2 Wolf Claws: 180pts.
Wolf Lord, Jump Pack, Frost Axe, Belt of Russ: 175pts.
Troop Choice:
3 Wolf Guard, Jump Packs, Frost Axes:189pts.
5 Wolf Guard, Termie Armor, 2 wolf claws: 240pts.
9 Grey Hunters, power weapon, rhino: 185pts.
Heavy Support:
Land Raider: 250pts
6 Longfangs, 5 Lascannons: 215pts.
6 Longfangs, 5 Lascannons,, Razorback, TL-Lascannon: 290pts.
Comes out to 1999. I really like having the wolf lord and his guard with jump packs to be my upgrading squad i guess so I don't really want to get rid of it even if it is useless unless someone has a cooler, fluffier option. Thanks for the help!

Didnt think TH got the bonus against Living metal? oh well
Anywho though, I like giving them relentless with Logan allowing them to move and shoot is amazing

My regular opponant plays necrons and GK. I've found Vindicator w. SS and EA, a squad of LF with PC and ML do wonders. I'm honestly unsure whether he fears the tank or LF's more. If you're hoping to do a lot of assaulting (and vs necrons I'd suggest it) get yourself a Wolf Priest. Go Warrior hunting. Sure you might not be able to phase him out, but if he can't grab objectives he's screwed.
I usually user razorbacks w TL-PG/LC for my lascannon needs.
With the list you have I'd also suggest giving your GH the free flamer. You might only kill 1 or 2 if they aren't clumped up, but do that right before a charge and you might make the difference between allowing a WBB roll or not.
As for monolith killing... TH on a wolf, Vindi, or anything else that gives you S10. TWC are a godsend I've found (only used them the once). 5 s10 attacks on a charge? Add in your Wolf lord on a wolf, with his 6 attacks (or 7? can't remember) and you're fairly likely to take out, or at least immobilise his monolith. And if it's immobilised you can just get the hell away from it and ignore it from there, special circumstances notwithstanding.

Living metal gives you the strength of a weapon + D6.
I don't have the codex in front of me, but I don't recall having seen anything about it denying weapon strength modifiers.

Ragnar +4 or more Termies with primarily cc weapons is devastating due to the enhancements he has on charges, you can do a ton of damage in one assault phase. I would recommend using him rather than Logan, and use the thunderwolves to soak up while you get within 6 inches with Ragnar's unit.
