Ok, I was wondering if it was at all possible for a Tau railgun to beat the snot out of a Necron Monolith and its living armor. It would be a great relief if anyone knew.

its one of the best anti monolith guns our there. the only thing better imo in the strength 10 ordinance because you get two D6 pick the highest.
although for the rail gun you can still wreck it on a glancing roll of 6 because of the AP 1.

Do a little bit of math for you.
Per railgun hit you have a 1/6 chance of a Glance and a 1/3 chance of a Penetration.
The Glance has a 1/6 chance of destroying the Monolith and the Penetration has a 1/2 chance due to AP1
Add it all up and you get a 7/36 chance of killing the Monolith per hit.
By comparison, the Lascannon can only destroy a Monolith on 1/18th of it's hits. So the Railgun is about three times as good.

The Railgun also has a better chance to hit if it's on a Broadside (1/2 and then 1/2 of that again, so 3/4, as opposed to the Lascannon's 2/3), so you could also think of it as the Railgun has a 7/48 chance to kill per shot, while the Lascannon only has a 1/27 chance to kill (that makes it a 17.5% kill for the Railgun and a 3.7% for the Lascannon).
Essentially, one Broadside makes up for about 5-6 Lascannon shots.

Well, the math for the Broadsides is wrong, and I really don't feel like writing it out
However, the Vindicator has about a 16% kill rate per shot
The best way to kill a Monolith is to not.
Even a good player, like DashofPepper's greatest weakness is his phase out.
IF however, your opponent is fielding a single monolith, you can try and take it out, and my recommendation would be Ironclad Dreadnaught or Lysander, as they will chew through the armor before pulling down their metal pants and taking a dump on its insides. This is why I need to work on my mini tesla coil monolith, so enemy models melt when placed near it, especially non-plastic ones. If your looking for advice on avoiding them, they only have 24" range, so huge the board corners and hope his wraiths don't eat you alive.

Best way to kill a monolith is a triple gun salute from a team of 3 broadsides.
Beyond that, dreadnoughts tend to do a good job too.

TL S10 shots, is the only way for Tau to kill Monoliths isn't it?
Marines have vindicators and Dreads, Guard have some S10 ordinance.
As for the idea of ignoring then, yes its a good idea. But when your playing a Monolith wall, you can't ignore them, because if you do, your ignore everything as the rest of the army hides behind the wall. When using 3 Monoliths, they may also be using Wraiths which are designed to come and assault you via the Monolith portals (but they won't come out from behind the monolith until they are close enough to assault. Destroyers also obviously need to get in a position to shoot at some point, you can't win a game by hiding, you have to actually kill things as well....
I'm always amused by threads like this, people panicking about Necrons. Necrons at the moment, take a lot of skill and practise to actually work properly, you can't just pick up any old Necron army and win, you need one of 3 builds, and need to know how to use it. So unless your in an area with a few experienced Necron players, its probably not something to worry about until the new dex comes out.
