So, I know that there are a few competitive fluffy Eldar lists. But I do not know if Biel-Tan is one of them. If I were to make a fluffy Biel-Tan list, what would I need and would it be competitive?

Biel Tan was better to play in the previous incarnation of the codex when craftsworld got more emphasis. Today, Aspect Warriors are not troops up to Dire Avengers.
I'd consider a PL to lead a Biel Tan army.

Biel-tan fluff is basically swordwind, lots of vehicles with aspects inside. It should be pretty compeditive.

You can run with the standard mech'dar list and call it Biel-Tan.

A list that has a focus' on foot aspect warriors is not competitive. I have such a list I like to play in casual games with less experienced generals, but its not an army you would take to tourneys.

Moving flat out..

I play a Biel-tan themed 'competetive' list.

Essentially a counts as Eldrad, counts as Yriel, wave serpents with Avengers, Banshees and Fire Dragons, war walkers (ftw!) and fire prisms.

It's Biel-tan because its green (except I could make it more Biel-tanny by dropping the walkers and throwing more aspects in there - but guided walkers are hooray!).

Biel-Tan is my favorite Craftworld (no actual reason, I just like them).

Feugan FD spam mech lists would be hilarious.

But yeah, since DA are troops nowadays it's certainly possible to stick within swordwind fluff idea.

My prediction would be that rather then becoming troops, they "count as troops for the purposes of securing objectives". Or something similar to the rules relating to Pedro Kantor and Stern Guard.

6 Fire Dragon squads would be a bit oot...

Discovered I don't have my codex with me to do one up, but was thinking avatar along the lines of the court of the young king idea beil tan had in their craftworld list. Only spiders as fast attack and ran into problems debating could I fudge a farseer in there and problems deciding which aspects in those 2 elite spots.
And if WS are in, might as well use falcons too

Can't see 6 FD squads being horrendous. I mean, that's going to require Feugan, and if they're planning on getting into range 6 WS as well. That's a lot of points sunk into units that point for point will get ground down and mobbed by most other scoring units. IG can throw a lot of scoring melta units around already.

Out of the rest, what would be the best way to use them? And I am guessing that I will use Dire Avengers as my main troop choice?

Also, if I choose Eldar, I will start with a 500 point list.

Mech seems to be the way forward. I had tremendous success with an all Mech list, mostly Dire Avengers, who would all jump out of a WS on the same turn and concentrate fire to eliminate key threats. Two or three units would drop around a Banshee unit; that way, they could Defend if charged and benefit from a lethal counter-charge. (The Banshees could even scarecrow dangerous units and prevent the charge ever happening.)

Took Falcons for both anti-tank support (wasn't fond of suiciding Fire Dragons) and for extracting units whose WS got shot down.

Aside from light attrition, the only regular casualty was a Vyper I took to use up spare points.

This was back in 3ed, and since then Mech's gotten even stronger and DAs have gotten even nastier at dismount - shoot - remount - reload & redeploy.

That should be around 500 points, and has a good amount of aspect warriors.
