It refers to dipping your model into a shading medium, to provide contrast. There are several purpose made products on the market, but many people use furniture stain.

get walnut stain minwax and paint it on a mini, some people "dip" the mini but I find this to be a ton of work
the minwax acts similiarly to several coats of devian mud or other brown stain and is a quick way to get horde armies to look good
example: I do mechanite red, then dip, then drybrush red overtop again, i hadn't drybrushed yet in this pc

sure, you dont have to pay as much attention to detail since the minwax will shade everything for the most part.
Another example: the turret is mechanite red, so is the red on the body (but with the dip) so you can see the difference the metal is simple boltgun metal with dip overtop.

As an IG player dipping works great for my non-converted rank and file guys. Besides them I like to put more work into the stuff when I do paint.

I like the simpleness in dipping lol. im doing them a green colour like salamanders so would i need a green colour dip or would a brown dip suit better ?? there from a lava based homeworld and there in a constant fight with tyranids for their homeworld so have very dirty, grubby armour from years of being in the field.

The above link explains dipping very well.
1- Prime your model.
2- Paint your model.
3- Dip your model.
You may want to use a black spray primer so that any hard to paint areas or spots you missed are "shaded" rather then missed. MinWax should be found at craft/hardware stores with house hold painting supplies.

Make sure you use a matte sealant like Testors Dullcote on the minis after you dip them though. If you don't, they appear very shiny and generally tend to look like ass.
