This is pretty simple, which unit in each book do you thin is the best?
Personally, loving the chaos sorceror lord of tzeentch, +5 to cast, can handle himself in combat, and has a lore where everything is viable.

If this includes Special Characters, then for High Elves I would definately say: Teclis. Otherwise, I'd probably say Great Eagle.

Okay, not the best, but my fave  . Regen, strength 5, possible magic attack that ignores armor (vomit), rolling on the Eye of the Gods table after every phase in which they make 2 regen saves... need I go on?
Of course, stupidity and fighting anything with flaming attacks is not fun...
Throgg is definitely up there, though, even if basic trolls might not be- he's such a bargain for 175 points! Killed a firebelly, an ogre tyrant, and all but one wound off the BSB in a game at my last tournament  . The breath weapon really makes him able to swing a combat resolution in your favor when you need it most!

I'd say it's pretty pointless to include Lords/Heroes and Characters. Not only since that's been posted over and over, but because they are pretty obvious choices.
OGRES
-Mournfang Cavalry, even though I don't think I'd use them, I think they are now probably the best cavalry in the game and actually make cavalry useful. Even scary.
-2nd place: Bulls. They are the most cost-effective MI in the game now.
TOMB KINGS
-Hmm, Tomb Guard. KB with LA/Shield and capable of getting Halberds for 11pts and no upper limit on #'s. That's scary to see in front of you. Also their LD 8 means on avg they don't crumble at all.
ORCS
-Tie. Fanatics and Mangler Squigs. They aren't reliable, but that's the point of the Orc army. And what else would make you back off a mass of wussy night goblins?
-35pt Trolls. Nuff said.
DAEMONS
-Bloodletters. Probably the best core hammer melee in the game. Or close.
-Flamers. Probably the best elite shooter in the game.
LIZARDMEN
-Saurus warriors. They have the perfect BASE stats for buffing. There's only so much you can change with spells, and they have high attributes in just about everything you can't change.
WOC
-Chaos Warriors. There's a reason they are in 105% of all WoC armies.
-Chaos Warshrines. It puts the cheese in cheesy.
DWARFS
-Cannon. Buffable war machine.
-Grudge thrower. See above.
EMPIRE
-Mortar. Cheeeep.
-Steam Tank. It's just immune to about everything.
SKAVEN
-Hell Pit. Silly.
-Warp Lightning. Silly.
-Slaves. Lots.
-Weapons Teams. Funny, but often make their points back.

Brettonians: Probably the Paladin (fighting hero). This army lives and dies by its characters, and this one is hard enough to make a big difference in a combat, and cheap enough to have several.
Dark Elves: The War Hydra, hands down. So nasty, and so cheap.
Dwarves: Probably a tie between the Cannon and Grudge Thrower.
Skaven: The Warp Lightning Cannon. Nothing else in the book can beat it's bang for the buck.

Mournfangs ARE scary... I can't believe those things. Pretty much insane. Imagine how they'll be if the next edition hits and makes cavalry good in general again  as they rock right now!

The mangler squig is just stupid good... and no model. I just don't understand GW at times!

Flamers... so absurd. Probably doesn't help that I had a forest-spirit army followed by a troll army, though... (flammable and with regen)

I don't have warriors  . Are warshrines THAT good? I'm about to build 2... but I just tried out 2 of the much-vaunted hellcannons, and really wasn't impressed...
It bothers me that the progression of GW is to make the "new" units good and the "old" units bad. Mournfangs, thundertusks, even that new TK monster... thundertusks halving multi-wound wounds suffered, the TK one being T8... things are just insane. I understand those units might could have used the boost in the current edition, but now they're out of line with everything else, which will have to follow suit... while stand-bys like Giants continue to just suck it up in general

Hellcannons aren't bad. It's kind of the Ogre concept of having a war machine that can protect itself. Warshrines, and multiples, can just keep spamming that stupid eye roll.
One of the principles of good strategy game design IMHO, is that past a certain "we're all buffed" point, there should be a continuous attrition until one side dies. Units should NOT have an infinite ability to keep getting better. Think of it like the human body. You can exercise and eat right and visit the doctor, but past your prime, you slowly get worse and worse until you finally die. In a gaming standpoint, this is how you can be sure games end in a semi-timely fashion. Put another way, if an infinite number of attribute 1 creatures attacks your army, your army should EVENTUALLY be destroyed. If your army has the capability of getting forever stronger, I think that's a problem.
So when I see stuff like Vampire summons and TK heals. EOTG isn't in the same category, but their buffs are so good and can't be dispelled and are relatively easy to get.

Warshrine are ZOMFG amazing troll win.
But seriously shrines make everything better.
Hellcannon is good times.
Most of the time you will have a lord with stupidity in the unit so that wont really such a big thing and the bsb is usually near that unit as well so not really that much to worry about.
EOTG is more of a hey the gods like you you get a mutation as described in EOTG so its not like they are getting better for no reason the gods could just be seeing how many gifts they can give a unit before bad things start to happen.

Because warriors are the WoC armies basic heavy infantry?
And warshrines only do that cheese to the chosen star  . Without wailing banner chosen of tzeentch they're still good just to buff the army up a little and their ward save is nice for taking the hits in combats with blocks of stuff hitting their target back for it
But yeah for WoC warriors and marauders, the humble basic troops. Hard hitting? you got it! Want resilient? You got it!
High elves I like the eagles and pheonix guard as contenders.

That's why I said trolls... they get EoTG rolls over and over  although I tend to roll up 6 (giving them a 6+ armor save...) or 7 (eye is closed) more often than not... and didn't realize at first that once I'd gotten a gift, such as the 6 result, it couldn't be repeated and would result in a reroll.
