How competitive of any army are you looking for? Going by the 2 HPA's I'm going to advise on "Very".
Drop the bell, it's fun but not that good. Use the points to get 2 units of 50 slaves.
Swap one HPA for 2 WLC.
Drop 5 clanrats from each unit of 40, and 15 from the unit of 50 and pick up a PWM or WFC.
Drop the non-BSB chief for another PWM/WFT.
Give the BSB some protective magic items. He needs to live more than he needs the magic banner.
Use the unspent 45 points for the doom rocket for the warlock, and 2 musicians for the slaves.
Spears vs. Shields is an endless debate here, but you could drop all the spears and 2 unit champs, and use any other unspent points on a unit of gutter runners w/poisoned attacks. You only need the champ in the unit the BSB will go in to take/issue Challenges to protect the BSB.
Another good unit is min. giant rats/packmster or "rat dart". Use this unit to block charge lanes/redirect/deployment advantage/charge war machines.

I'll stand by this: two A-bombs is brutal, but not as brutal as a pair of Cannons plus an A-bomb.
Allow me to offer some different advice:
- at 2000pts, the Bell is expensive. But it is actually pretty good. Breaking folding fortresses and killing stone soldiers is wicked awesome. If you really want it, I think it's worth it. I just like more toys first.
- If he's not a Warlord, Wizard, or BSB, and he's not carrying a Doomrocket, you can drop the character. So get that Warlock the Rocket, and get your BSB the biggest protective gear he can manage. Halberd + Charmed Shield + Talisman of Preservation/Endurance, or just halberd + Armour of Destiny. Either way, he needs to live.
- Spears will see you better in combat than shields, always. The extra CR you can nab from extra kills will always be worth more than those you hold on to with some Parry saves.
But, if your Clanrats are meant to hold their ground while the real fighters step in...well, I give my guys shields.
Not both, though. Shields are nigh-unto useless without the Parry save.
- Skavenslaves are the second most efficient unit in the game. If you want to play rough, get two big blocks.
- I'd keep those Clanrat units' numbers up high. 50 is a good place to sit at.
- Weapon Teams are okay, but horrifically unreliable and, worse, vulnerable. For 20 less points than a Cannon, you get something with a fraction of the range, a fraction of the toughness, and about the same damage as a Cannon. I often take a 'Thrower, to strip regen and provide another high priority target, and maybe--maybe--a Mortar, but there's usually better places to put those points.
- Gutter Runners are your friend, but only when they've got Poison and Slings. The Stormbanner is also a stupid-good item. And the Doomrocket is The. Best. Thing. In. The. Game.
- two A-bombs can work, and well. Two cannons and an A-bomb are probably better, and cheaper, but two A-bombs can be super fun.
All in all: drop the Chieftain and one block of Clanrats. Get two big ol' blocks of Slaves, a Doomrocket, and a small unit of Gutter Runners with poisoned slings. Beyond that, the rest is up to taste; Stormbanner, two Cannons + HPA vs. double HPA, rat dart, etc.

Looking better, I'd still drop the bell for a 2nd unit of slaves, and a unit of gutter runners.
At 2k the bell is kinda risky. Yeah Unbreakable, but what are you really going to do with Unbreakable clanrats? They won't be very killy without magic/bell support, and the bell is very random.
If you just want to run the bell, then cool I run mine with like 50 storm vermin, and I know it sucks. The bell has a place in the skaven army, I just don't think it's in an army with 2 HPA.

The Bell is risky. But it works as a sort of point-denial. And with two A-bombs, it'll probably survive and keep all those tasty points safe.
