Is this viable? For some reason I want to say I read he does not get a Look out Sir roll as he is on a different size base but am not sure.

Yup pretty much if hes not the same unit type no los. Same goes for say a mounted lord in a unit of infantry no look out sir for him.
It would look cool but i dont know how effective it would be.

Yeah I was just thinking HoK -Firestrom Blade -Armor of Khorne -Juggy 190, not too bad gives him a 0+ Armor Save with the 5+ ward would be pretty tough.

1+ armor is the best you can get now evenif you give him more stuff.
Not to sound like an ass in any way but a good suggestion I have is check out the rule book lookat the special rules etc.
You learn a lot even if you have read it already there is usually stuff people miss and well the more you know the better your army can get.

Yeah, this guy will get cannon-sniped a lot. Better in combat but worse vs. artillery.
