I think many people like some of the existing ones simply because many people like the fluff, and although you could make up your own fluff, for some people they either do not want to spend time doing that, or that they like official fluff more.

For instance, I am starting a SM army. I was going to do a homebrew chapter, but changed what I was going to do because I liked the Salamanders better.

Fluff for existing armies is strong.

I didn't make my own Space Marine chapter because the Salamanders fit the kind of Space Marines I wanted. While I tried making my own Hive Fleet, I abandoned it. Behemoth fits where I want to take my Tyranids fluffwise anway (decimated Hive Fleet rebuilding itself).

I thought about going that route, but I love the Mordian fluff for IG and the Salamanders for SM, so I went with those two.

I'll probably make a custom chapter one day, but for now I'm quite content with my pre-fluffed armies.

I had entertained my own thought of making a chapter but then I decided to either have Blood Angels or Space Wolves I haven't decided on which army yet and you can't make your own chapter using them so XD

I do my own Eldar, though some of the details still elude me. In my own opinion, it really depends on how much the person wants to put into their game, and whether or not they can find a faction that already matches their playstyle and all that jazz.

Homebrew is half the reason I take so long to make my armies, I can never decide. During many years of self-imposed exile it was ultimately the fluff that kept a connection and brought me back. I think with IG, mainly because its influenced by real history and the Cadians are very vanilla, most seem to brew up their own regiment. As am I at present. For the 198th time.

I am currently in the process of writing my own codex. Well, re-writing. Originally it was to be a souped-up SM army, but over time my ideas changed and I wanted them to be Space Marines, but more. So they are.

Grey Knights are a horde army compared to some of the units in my codex.

Yes you can, they are called successor chapters. They have all the rules as the parent chapter but can differ in fluff and color scheme. I play a successor to the Dark Angels, the Halo Watch, and they are Dark Angels on the board but my own ideas in the fluff and paint scheme.

I have my own custom chapter called the Deathbringers that was my first army when I started. I use the vanilla codex and have come up with some fluff background for them that I have written down somewhere in my house. My orks are called Waaaghallans and are from an ice world with a snow camo paint scheme. And if you know anything about guard you know where that comes from . My dark eldar I have only recently just started so no background on them so far.

Have not written much fluff for them.

But I liked the way orange and black went together.

I do. I have my own minor Order of Sisters of Battle, my own regiment of Imperial Guard, and the Chapter of Space Marines I have is kinda complicated - the Chapter belongs to a friend of mine, but I like to paint the models in his color scheme.

I really prefer to make up my own custom fluff, because I'm not a huge fan of the Imperium's variety of grimdark. So I just write stuff that makes my particular ones more friendly and sensible, though I use GW models and official codices.

Quite a few people do. The Bolter & Chainsword has had its 1,000 Chapter project going for a while now, and I believe they're at 1,000, with well over 75% of those being do-it-yourself chapters.

They have a three part novel series. They have a soon to be released Omnibus, replete with new short stories. They've had one Horus Heresy Novel. They have a limited edition Novella. Of all the Legions, they get the most notice.

Sometimes I do (Eldar Craftworld Tonesh-ian, Darl Eldar Kabal of the Shadow Phoenix), sometimes I don't (CSM Iron Warriors). That depends on what fluff the army actually has. For Eldar and Dark Eldar there was no particular craftworld/kabal I found that interesting (except perhaps Kabal of the Obsidian Rose, but I paint so much red on other armies), so I made my own. For CSM, well I love the fluff behind IW.

I run my own SM chapter, the Templars of Ouros. Thing i like most about it is i can swap in/out of other marine codexes quite easily. For 1.5k i run a Salamaders and for anything under its space wolves. It also adds another level for conversion as i can take models i like from all different chapters and meld them in like dark angel vets for wolf guard or dark elf cold ones for thunderwolf cav.
Something iv really been inspired to do lately is something akin or an Admech army which would have awesome conversion potential and would be easy to sub in a different codex from any army really if you wanted to shake things up abit

A not too distant future, Somewhere in time and space...

I don't know, I see custom designed chapters and regiments quite a lot.

Although, to be fair, the fluff and paintjobs for quite a few of the existing chapters, regiments, craftworlds and such is pretty good, so it's understandable that many will play the given ones already.

For example, I play Black Templars, because they represent what I'd like my Space Marines to have and they have a pretty damn good paintjob.

However, I don't like the fluff for the most common Imperial Guard regiments (except the DKoK, but they're too expensive), so I'll be making my own when I re-paint the army.

Since returning to 40k about 4 months ago, I have been working on fluff for my Chapter, Order of Agnitio, It is essentially a desert based DA Successor chapter. Still a WIP at the moment.
