This idea has probably been seen before, but me and my buddies are attempting to go with battle field weather conditions.
At the beginning of the battle one of us can(if we wish) call out "Bad weather is coming!" and we roll a D3 to see the conditions.
1 = Nothing, the weather has not arrived yet.
2 -3 = heavy rain. This condition lowers BS by one
4-5 = Blizzard(snow) Reduces weapon range by 6 inches
6 Fog +1 to cover saves(ergo if your unit is out in the open you get a 6+ save)
At the beginning of the next round we roll to see if the condition remains, on a four five or six the weather has broken, then the next turn we roll again 1 2 0r 3 the weather condition has returned.
Any thoughts?

In some battle fields, it will make sense to replace Bizzard with Sandstorm, also give the last two the same effects Heavy Rain and the last one the same effects as Bizzard.

I think that there is allready this kind of rules, and its just bad
for shooty armies. Blizzard, fog and
heavy rain are all bad for shooty armies.
You could add or change one rule to something that is bad for assault armies.
D3?
I think that you mean D6.

I almost think that your blizzard result should be Nightfight rules. But then again I also think that your chart should be cumulative.
1-3=nothing
4 = -1 BS
5 = Night Fight Rules+result 4
6 = +1 cover Save+result 5

Dont know how you guys play, but that is pretty bad for averything who shot, and good for averything who dont shoot.
That is, -1 BS means your heavy weapons will miss a lot more against transports...
+1 cover saves means that my rhinos will pop smoke, or my trucks will go into the ruins, and they will have 3+, 4+ save all the time.
Reduced weapons range protect my transports agains melta guns...
Souns cool, but if someone play with melee armies out there, it will have a slightly advantage, that can be crucial...
Said it, i do believe Heavy Rain, or Fog, can bring less accuracy, and blizzard can even give some cover, but i think none of it would do something to stop bullets (and so, reduce the range). I could be wrong, but at the speed a bolter shoot bolts, and give his AP is 5, you would need LOTS of wind and snow to affect its trajetory...
Take a look at Nightfight, i think the rule you want is there...

We also made the addition of the blizzard/sandstorm making units have to roll difficult terrain tests. As far as the fog it negates the +1 attack.

I think it would be simplier to just roll at the beginning of the turn to see what condition comes around.

Rainstorm: -1 to all movement through Difficult Terrain, must re-roll successful Dangerous Terrain tests. Electrical Storm: All Deep Strike attempts scatter an extra D6 as telemetry equipment is scrambled by the lightning in the area. All Flyers, Skimmers, Monstrous Creatures, Super Heavies, and Walkers roll d6 in each movement phase: On a 1, they take a Strength 4+2d6 AP D6 hit(on side armor if applicable) If the Strength of the hit would exceed 10, roll a further D6; on a 6, the hit is Strength D. Living Metal does not negate this; even Low Visibility(Fog, Blizzard, Sandstorm): Use the Night Fighting rules. Searchlights only help when actual Night Fighting is in effect, as does the Night Vision rule. Underwater: All terrain is difficult. All Infantry, Cavalry, and Bikes move as if they had Jet Packs. Vehicles besides skimmers move as if they had the Lumbering Behemoth rule(see Codex: Imperial Guard. They fire normally.)

Fluffy problem with Underwater.
Space Marines and CSM have Imbibers, a third lung that can breathe water.
Orks will say "We'z Orkez! We'z don't care b'iout no wata'
!A little wata' neva' hurtz nobody! "
tyranids can be engineered to go underwater, they did at Tyran, the first conflict for which they were named.
Necrons are machines, they don't breathe.
The Avatr is a metal Statue, and Wraithguards/lords are Wraithbone Staues.
Daemons don't need to breathe.
