I would add either Chapter Master Gabriel Angelos (Blood Ravens) or Captain Tarkus (Blood Ravens, I would have him become Gabriel's replacement as Captain).

Blood_Raven wants him to be the replacement and considering the general state of the chapter they don't really have a choice...

Avitus is a cynical damaged psycopath. Cyrus' speciality is scout operations and teaching. Niether lend themselves to company level command of a battle company though i suppose they could do it if pressed. EDIT: Were you asking why not put them in the codex? If you were i think Avitus would be a good choice but not Cyrus since there is already a scout SC.

Canon, in Retribution Tarkus says he took on The Ancient alias because of a past 'sin', he killed a close brother.
Both Tarkus and Avitus fought together in Dark Crusade under Davian Thule. He's the only character that fits and he's absent from Retribution. Also the Traitor's voice even though masked is the VA for Avitus.

I'd like to see Sergeant Scipio as a cheapish upgrade character for a tactical squad or for more points a scut squad.
If he leads the tactical squad they get infiltration for free and if he leads a scout squad the scouts have the same profile as marines but with the change in armour save (obviously)

Angelos could come with a MC Thunder Hammer. That should work as God-Splitter.
Diomedes...he could the person to make Veterans troops.
Also, as a side note, is there anyone that makes Vanguard troops?
