Ive always been of the opinion that the two legions existed so that players could make up their own extra legion and its involvement in the universe...in exile or whatever...1 chaos and 1 "loyal"
I would put in the caveat that any attempt to create one of the missing legions would have to be very well written and conceived. You would have to come up with an army theme/structure/idea/motivation/specialty that is not already covered by the other legions. As well you would have to explain why they are missing/destroyed/etc. and how they are coping/existing under that status...unless you made them a snapshot of their existence before their destruction.
Overall it could be done...but it would be complicated and need to be very well done to be tolerable.

Unhealthy Competition With Other Legions

No. No. No and no again  the Horus heresy series makes it quite obvious what happened, one legion turned rogue and was eliminated by the space wolves, the other something happened with the primarch, for whatever reason the primarch was eliminated and the numbers of that legion where then absorbed into the ultramarines, reasons for both events are unknown...for now at least  for anyone wondering, sources include prospero burns, Horus rising, a thousand sons, first heretic and pretty much every other HH book

It doesn't make it obvious... They will never make it obvious what happened, it's all just hinted at.
Plus if you're using Horus accidentally smashing up his brother's tank, that was in a vision, it didn't happen.
We will never know what happened, we can make educated guesses, but GW will never make it clear what happened to them, that's the fun of the missing Primarchs/legions, they're an enigma, one of the many mysteries of the IoM and the Great Crusade.

No, like another member said it would be to Mary Sue. I'm already annoyed at the current fluff which gets worse and worse, I don't hate all fan-fiction and enjoy the good logical stuff but there are things I just hate. I'd expect playing with Custom Chapters but I'll never expect Lost Legions. They need to stay lost, like Mat Wards idea for the next Warhammer 40,000 Codex, Ultra Angel Blood Templar's.

No. Absolutely not. Graham McNeill has outright said that any characters in the Horus Heresy series hinting towards the fate of the lost legions are simply spitballing, and have absolutely zero idea what really happened. They're basically doing the 40K equivalent of, "Hey, I heard Obama was born in Kenya."

I will admit it's probably best for the game to NOT know.
However, personally, I like a little mystery, but I hate HUGE chunks of mystery. It drives me crazy. I would love to see more and more hints at what happend in the yet to be written HH novels.

At what point did Fluff go from intrigue and mystery to the garbage that I feel we are getting more of today? Ultra Angel Blood Templars is right. It already goes hand in hand with wolfy wolf wolfen that has become the spacewolves and (although I play grey knights draigo's fluff is a bit much) the cruising the warp slaying daemons like it ain't no thang that is the grey knights.
Suspension of disbelief is one thing, but you would hope they would try to keep the writing in line with what has already been established.

Do whatever you want. Personally, I think that the two missing legions are in fact in the fluff for the express purpose of being the source for DiY chapters, but that's just me. I also think 99.9% of fan based creations aren't worth the Bic it would take to give them the treatment they deserve. So...you know...keep that in mind.

As official fluff? Fine, so long as it's simply vague references to them and something to give them greater depth without spoiling the mystery. Right now we know there are two missing legions and that's it; surely more detail can be gievn without ruining them.
As a fanfiction/BL novel? No, doubly so to the former.

I'll throw in another vote for no. I like the mystery of the two missing legions. I like the fact that there are subtle references to what happened to them, and I like the fact that we're never going to know for sure. Legions II and XI should remain dusty footnotes, all but excised from the Imperial Histories.

Damnatio Memoriae. The Emperor erased them from history and swore the Primarches to secrecy, how's their fluff gonna be revealed?
I'm torn personally...I love Primarch fluff, all of it, they're just so cool...More would be nice but the existing Primarches really could use expansion anyhow. Vulkan, Perturabo, and Khan, I'm looking at you. I like the mystery a lot...But I like Primarch fluff a lot as well...Eh, probably better to keep them as specters.
