Probably, though I imagine something that's able to inflict as much damage on a fortress wall as an ordinatus would make one hell of a crater.

And yes, it is usable by space marines, so man-portable.

Well then. If it does have unlimited capabilities it probably has a myriad of safety features built in to stop it killing everyone on the planet with a stray shot.

And no, that's nothing like the Molecular Disruption Device (MD Device, or Dr. Device) from Ender's Game - it basically rips atoms apart at the molecular level.
