I am thrilled!
I called a month ago that I wanted internal factions and such (really easy call, only way to up their battlefield power level without throwing the meta game into a spiral), and here it is... curious how everyone else feels

Wow! I'm hardly a fanboy, and I think they look great!
Other than the flayed ones. As far as all the flair (which I really don't see much/if any of and the gauss patterns (AKA paint)... pretty sure that's stuff you can put on IF you want (IE: like bolt pistols, grenades, combat blades, ropes, pockets, etc. for tactical marines).
If you don't like how these look... really sorry, but I think you might want to take a step back and see this more as the Lords asserting their individualism on the rank and file as they (the Lords) become more and more aware and the old factions that had split the Necrons begin to reassert themselves as more and more Lords awake (and have been awake longer). Pretty sure the new 'dex is going to further the internal politics and intrigue among the Necrons (and remember I called that here and now).

Actually the Silent King destroyed his command protocols, so that can't happen.
I love the new fluff. The Necron characters are delightfully evil, compared to being slaves like they were before. Some brilliant fluff is coming from this new book. I love it.

I like that they've continued on from the old codex, going forward from it rather than pretending it never existed, that they've given more depth and background to the race, but have still allowed for the old style army which a lot of people liked.

Truthfully, there's not much stopping a player from fluffing their army saying "The overlord shut down any sentience in the lower ranking troops" and treating them how they used to be.

Considering that is in fact the case with every Necron Empire in the new codex, there is obviously nothing stopping someone from doing so.
I look at the fluff for what it is. A retcon, both in an in-universe and thematic sense.
I don't like most of it on its own merits, and I don't enjoy how the faction on a whole no longer are Necrons.
They're just humans who happen to be robots.

To be quite honest I'm more indifferent than anything. However, I'm leaning more towards no than yes, but only because of my conversions I wanted to do.
Basically it was to be called Lolcrons (original I know), but each unit was to be made unique. The monolith was to be a massive pirate ship boarded by cap'n cron and his scurvy crew as they seek out mortal worlds to harvest lolz. The tomb spyder was the necron pit crew, which was a cron rolling a wheel with a backwards cap and another cron with an air wrench, so basically like a nascar setup. Cron warriors would hail from different aspects of life such as construction cron wielding sledgehammers and pick axes while wearing safety hats, to hockey crons that bash foes with their hockey sticks.
Now that they are well...wardcrons, the concept of such an abomination is somewhat possible, which is stupid to me, and the project was ditched.

I don't like the all too human, sheming and feuding kingdoms of the current fluff.
The older Necrons, with their incomprehensible alien gods and nigh unlimited, unified legions of uncaring, genocidial bringers of death was imo better.
Together with the Tyranids book the oldcrons were the only two truly alien species in the setting. That is sadly lost now.

None of that is lost... we've just added more options. Now instead of Linear killers, they are complex killers
You can still pull a death juggernaut out of the fluff... you just get so many more options

I don't like it as much, and it's terribly written. Words blatantly misused. It's like some half-literate poser was sitting there with a thesaurus while he wrote the darn thing. You can tell the authors don't understand the real use of some of the words they chose.
I can put that aside.
The fluff is just "OK". The old Necrons felt more menacing, more primal - more evil.
I wish that they had gone other direction with the C'tan. They should have made them bigger and better (rules, and especially - the models) - and limited them to 3000+ point games.

But yeah, the old necrons were a tad more menacing...they were also a bit dull. You couldn't really do anything with them or advance.
For this I think they went in the right direction.
HOWEVER! That direction should not have involved taking away the inertialess drives!

The fluff has made the Necrons sympathetic and has humanised them.
So yes, humanising the Necrons does in fact detract from the old fluff where they were one of the most alien and unrelentingly evil forces in the galaxy.
The new fluff plays them out in a way that makes them villains, but also sympathetic villains. The Silent King is a more virtuous soul than most Imperial Commanders. They now also often read off as dastardly cartoon villains, especially Trazyn. Because 40k surely didn't have enough of those. Oh yes, and of course the hamfisted emphasis of HONOUR that the new codex is only so delighted to bring up. Then of course there is the fact that the codex directly states that all Necrons, even the lowliest Warrior, longs to escape their metal bodies and become flesh once more (Destroyers being the only exception to this and maybe Flayed Ones).
So... No, most of the thematic elements and much of the fluff of the old Necrons is very much lost.

Well...true. I don't know, I just expect better out of Brits.
I agree that they made them a bit dull, but they didn't have to be so human and relate-able to be interesting. They've chosen a poor custodian for something as important as the fluff.
+1 on the intertialess drives comment.

I like the new stiff, gives a more diverse army to create. The wacko nature of some of the characters (the one who writes the letter to the inquisitor) are more terrifying, he is as if the terminator and the joker had a baby...now i am just scaring myself...

I like the new fluff, overall. I think it gives more opportunities to create and play a unique army of your choice (w/c really is one of GW's few advantages over other systems) while not entirely invalidating old fluffy armies.
Still, there are holes in the new fluff. +1 to inertialess drives as well, we're somehow supposed to believe that the Necrons waged the War in Heaven with slow-$$$ torchships?
