I can't recall seeing any around, but do you get any Armour Values less than 10 (like 8 or 9)?
If not, and something DID have AV 8 or 9 just how bad would it be overall?
I don't know of any such vehicles, but I'd imagine that they'd be pretty terrible.
Think about it - with over half of the game's factions having readily-available troops with str 4+ guns, and with a good amount of other heavy weapons (many twin-linked at that), they'd be near-instant kills on turn 1 or 2, or dead from getting within 24" of, well, anything really.
Now that I think about it, I'd rate an AV 8 vehicle on par with a civilian vehicle. AV 9 would maybe be a construction vehicle or heavy truck. When you get to AV 10 you start getting vehicles that are plated specifically to stop bullets and the like.

I did a check through the little rule book, and there are no vehicles with an AV of less then 10. Most vehicles have there rear armor as 10 so I think 10 is meant to be like the minimal armor for a vehicle. That way you don't have light infantry killing vehicles. (Tau being the exception it seems.)

There's no game rule against it IIRC, it's just that GW hasn't put out any lower.
Now, some things would make sense having lower armor like 7/8/9 such as Trukks that aren't really armored in any way and that even s3 guns should be able to hurt fairly effectively looking at them, and something like a common civilian passenger car should be like AV 5 or 6 (something like a heavy bolter should easily inflict catastrophic damage to such vehicles and lasbolts and bullets shouldn't have too much issue causing damage), the question is more however at what point do such things become so absurdly vulnerable to the firepower available that they aren't worth it.

I did forget them. I take it there weapons haven't been nerfed in the new codex.
In the examples table for buildings and associated armor values in the rulebook you can find AV9 buildings - wooden stacks and corrugated iron huts/towers are given as an example. Log homes are AV10 and after that, you get all the regular buildings.
So, yes, GW indeed proposes an AV9 structure, it's not completely unheard of. However, a buildings that can be suppressed by lasgun fire and completely destroyed by Shuriken or Bolter fire is really nothing more than a desperate attempt not to get killed for a round longer or two.

Scarabs and a few other necron things can reduce a vehicles armor to below 10, permanantly. If it gets to 0, the vehicle is auto-wrecked.

There are no actual vehicles in the game with an AV of less than 10.
However in the new necron codex the scarab swarms are able to reduce the AV of a vehicle below 10, and if it reaches 0 the vehicle dies, so if you're not careful the scarab swarms can even make a land raider susceptible to lasgun fire.
Lol grot tanks are AV 10, I can see civilian vehicles being AV 9-8 or less. Do bikes have a AV value?

This right here is the only way to get vehicles with an AV lower than 10.
