If you are playing lychgaurd with dispersion shield and your opponent is as well. What happens if you are both within 6 inches and your opponent makes an invulnerable save. It bounces to you and you make your save, what now? Do you bounce it back or is it done?

A successful Dispersion Shield save means that you simply 'hit' another unit with the strength and AP value of the original attack, this is not a shooting attack. Dispersion Shields only redirect 'shooting attacks' and therefore even if your opponent saved this attack with their own Dispersion Shield, it would not be displaced again.
So sadly, the 'tennis game' wouldn't happen, although I agree it should just because its funny!

The codex states "that unit suffers a single hit with str and ap equal to the initial shot." So techinically you are redirecting the ranged attack or making a ranged shot... It just doesn't move templates...

No, its a hit generated by a special rule, and the special rule specifies that the hit uses the Strength and AP of the initial shot. This means, for example, you wouldn't use any of the other special rules associated with the original shot (such as rending, for example).
It is NOT a shooting attack, it is a hit created by a special rule.

I'd say the unit that the shot is being redirected to doesn't get to use their ability. They're just hit. Besides, what kind of Necron commander decides to fight another Necron army?
