I'm writing some fluff behind an HQ character for my IG, however, my fluff leaves his planetary origins ambiguous yet the implication is he becomes an officer for the Cadians despite not being a native-born Cadia. Is this possible or would Cadian regiments only take in those born and raised to be soldiers on Cadia?

Why not, they are all around the galaxy and merge with some Regiments that are near destruction. It is possible for that men to be part of Cadian military then.

Some regiments are combined with others, see the IG codex.
Also, in Gaunt's Ghosts the Tanith pick up volunteers from some of the planets they fight on, so they could be inducted that way.

Well my fluff is about someone from an aristocratic family spread politically and commercially all across the Imperium. My character is a member of this family who was being groomed since childhood to be a leader figure in either of these sectors, but instead went to be a Cadian Officer.

On Cadia itself, probably not. In the area around Cadia, probably not.
Some Cadian regiment off serving somewhere in the surrounding sectors that gets worn down in a campaign to the extent where they are either folded in with another regiment or are "loaned" some officers.
Of course commisars are from all over the galaxy, though trained in centralised centres.

High-ranking IG members on the General Staff are usually not native to the Regiments they'll oversee. Company commanders and the Regimental officer will be though.

This is mostly right, except the Commissar part.
Cadian regiments get assigned Cadian Commissars. There's Schola Progenium facilities on/near Cadia, and those individuals are what is given over to these regiments.
However, as ADB outlined in "Cadian Blood"--Cadian regiments don't take kindly to being given Commissars. Commissars are a sign of distrust in the regiment, and Cadian regiments don't really go renegade. The only role you'll see Commissars playing in Cadian Regiments is as advisory capacities to the command staff, not the normal role. They're not even really needed to keep Sanctioned Psykers in line as we saw in that same book--Cadian officers of Lieutenant or higher can opt to have training by the Inquisition(which actually does have an "Ordos Cadia" devoted solely to Cadia and its security, with its militant arm and Inquisitors being former Cadian Shock and/or Kasrkin) in handling Psykers and watching for signs of corruption.

It is probably the most heavily fortified area of space in the Imperium - gateway to the largest warp rift in existence. It makes sense that there are specialist departments tasked to stopping any danger from chaos from breaking through there.

The Inqusition would do almost anything if it meant success in their mission.
There are more than just the 3 main Ordos. There are a fair amount of minor ones as well.

To be fair the Ordo Cadia probably consists of members of all the major Ordos assigned more or less permanently to Cadia and using their own rank structure.
This appears to be the standard way that the Inquisition organizes its subsector assets and with Cadia being as important as it is it seems logical to give it its own devoted organization.

Hereticus, Xeno and Malleus are only the three largest Ordos of the Inquisition. Individual sectors and sub-sectors may have dozens, or hundreds, of additional Ordos to deal with specific functions of the Inquisition in that region.
