I'm starting a new army, and I was wondering if I could play a special charcter of my own creation against another player if they agreed? Or would I have to use the rules for his standard unit type or a Codex Character?
Here's what I'm planning:
Julius, Chief Librarian of the Angels Encarmine 225 pts
WS BS S T W I A LD SV
--6- 6- 4- 4- 3- 6- 4-10-3+/4++
Wargear: Jump Pack, Phsychic Hood, Force Weapon,
The Furnace Eternal: This is a weapon with the following profile:
Range--------Str----AP----Type
Temp.--------5-------2------Assault 1, Ignores Cover.
The Vampire Mantle: Grants a 4+ Invunerable save
Powers: Julius may use up to three phsychic Powers per turn. He has the Blood Boil, Might of Heroes and the Sanguine Sword powers.
Rules: Fearless, Psyker, Relentless, Descent of Angels, Furious Charge,
Curse of the Vampire: Before the game begins, you may nominate a HQ Choice of your enemy. Have your opponent roll a dice for it. On a 5 or 6, the initiative, strength and attacks of the character are reduced by one, to a minimum of one.
If I would be allowed to play this casually, suggest ways I could improve this guy.
EDIT: Changed gun from Str 7 to 5 and AP 1 to AP 2 and from assault 3 to 1

I only have a problem with his gun and statline. Why BS6 and not BS5 like 99% of marine characters? Makes mores sense to leave it at BS5, and doesn't really change much.
But a template S7 AP1 Assault 3 weapon!? No. That is quite simply broken. Even if it was Assault 1 it'd be a little much. If its a template weapon, make it an anti-infantry weapon, so AP 2 and a lower strength like S5. If its anti-tank, make it a single shot (not a template) at S7 AP1.
As it is, it can tank on most tanks with ease (auto-hit) AND clear out hordes of infantry without breaking a sweat.
That needs some balancing.

Drop the gun to one shot, as is it's pretty broken. Auto-hit, then kill Marine-equivalents two/thirds of the time? One shot is powerful enough.
The rest looks reasonable, you're allowed to use a homemade Special Character as long as your opponent agrees.

Even then, it's not a plasma weapon, but it's better at melting armour than a Flamestorm cannon? In any case, I'd drop the weapon entirely, since he's a psyker he should be using his powers to kill fools instead of pithy "guns".

Haven't you noticed most Librarians carry some sort of side arnament?  I'll probably make it a master crafted hand flamer (S3, AP6, Pistol) Easier to model as well. Happy?
