I want to start a new army once I finish my DE soon, my choices are between Inquisition(Sisters), Pre-heresy Word Bearers(C:SM) Tau, Orks, and IG(Valhallans). I want something pretty different from DE, meaning able to take a hit, not dedicated CC/Shooty units, and not paint-intensive . I also don't want them to play like them, and I run a warrior/wrack list. So preferably tank/blast heavy, but also fun and not perfectionists
Well, I wouldn't recommend Sisters to anyone. The ridiculous price of the models plus the quality of their WD codex make them a no. Fortunately, all these armies are fairly different from the Dark Eldar.
- Orks have a number of different builds, but if you want something that isn't paint-intensive, they probably aren't the best idea. You can get em fairly cheap through Black Reach though. Lots of boyz in trukks is sort of like Dark Eldar in the high maneuverability/low armor sort of way, but the troops themselves are much different, and they're a lot of fun.
- Valhallans, if they're fluffy, will be extremely paint intensive. You'll need a lot of dudes. Fortunately, the army plays very differently than DE, and is much slower and more durable.
- Tau have a lot of problems, but you can make a very elite-heavy army with them if that's your speed. They can be fairly speedy like DE, but have much tougher vehicles with some familiar tricks. In a weird way, they're halfway between DE and IG in that they have speedier vehicles and somewhat fragile troops, but a lot of heavy stand and shoot firepower.
- Word Bearers sound the most like what you want. Being Marines, you don't need all that many of them for painting. They also lend themselves to a much more durable army than DE, albeit one with less firepower generally. You can definitely do tank/blast heavy if you load up on Defilers, Predators, and Vindicators though.
When I say not paint intensive, I mean that they need a simple color scheme, Valhallans are all blue with white skin, so not really going to take a long time. And I would use Codex Space Marines for the Word Bearers, fairly certain there were no Defilers pre heresy

Well, C:SM is supposedly the most balanced and forgiving codex. If you want reasonably resilient troops, blasts, and tanks, that'd be the way to go. The pre-Heresy scheme for Word Bearers looks very simple, as well, so painting shouldn't give you any trouble, either due to intricacy or volume.

But the good thing about Sisters is they're a piece of the Inquisition and use epic-awesome Guardsmen. If I just convert Cadians to have little =][= all over them, then the money wouldn't be an issue. And a challenging Codex wouldn't be all that bad either.
If you want a simple colour scheme, go with orks. You can't do them incorrectly and I find them easier to paint than models with fine details, like space marines.
But this is a personal choice for you, so go with whatever army you want. Don't let this poll dictate your choice.
Orks are awesome. I played them in Fantasy so I decided against making an army for them in 40K all those years ago. And well, with the amount of money and time going into my True Scale conversion of my Ultramarines, there's no way I'm starting a new army, probably ever again.
But if I was going to, it would probably be Orks.
Marneus Calgar is referred to as "one of the Imperium's greatest tacticians" and he treats the Codex like it's the War Bible. If the Codex is garbage, then how bad is everyone else?
It's down to Orks, Sisters, and Valhallans at this point. I like Orks because well, Orks , I like Sisters for the afformentioned reasons, and Valhallans because of Ciaphas Cain

Yeah, they don't get "epic-awesome Guardsmen" or any Guardsmen at all. They used to, now they don't. Sisters in their current form are literally the worst.
It's a serious hodepodge of rushed bad writing. They didn't even bother to proofread it.
Sisters deserved better. Hopefully one day they'll get a decent codex.
