Basically, that is the catchall term for Space Marines who use the rules from the Space Marine codex, as opposed to Dark Angels, Blood Angels, Space Wolves, Black Templar, etc.

Essentially 'plain' or 'ordinary' marines the same what that plain or ordinary ice-cream is usually vanilla flavored.
