Nooooooo, it's NEVER worth upgrading to Master of Runes. It's awlays better to take another Rune Priest than to spend 50 points on an upgrade to case one extra power per turn. In fact, it's a wiser investment to just take Njal, who comes with the ability to cast two powers per turn and also has the Lord of Tempest's ability that gives him a pile of extra utility.
I kinda trimmed down my longfangs just to fit in the scouts as i thought they would really help against a gunline guard etc, even by keeping there tanks moving so i dont auto hit the turn they come in. But i can see how they dont fit but for a tournament i wanted to have all my bases covered.
Scouts are a perfectly viable option, but not at the expense of more important units like Long Fangs and Grey Hunters. Also, they are never worth it as just a 5 man unit with just a Meltagun as they are not reliable enough to make back the
KP you are giving your opponent. They need Meltabombs to ensure they kill something, and they need a Wolf Guard to give them another Melta shot, a Power Fist, and a higher leadership for Counter Attack if they are assaulted.
I actually made a 1,750 list not that long ago that's pretty similar to your list. You can give it a shot if you like.

This list was designed with Necrons in mind, hence the 2x castings of Jaws. It has one pack of Wolf Scouts but they have their Meltabombs and their Wolf Guard. I also included a 10 man unit of Grey Hunters with Plasma, and I put Plasma on the smaller 5 man units in order to help deal with Terminators, which have been giving me trouble lately.
You'll also note that I put Razorbacks on the Long Fangs at the expense of a 3rd pack. This is to ensure in Dawn of War scenarios that they make it to a decent firing position on the first turn and are ready to shoot by turn 2.
