In a recent game, GK vs GK, I had a Librarian attached to a unit DCA and Crusaders. I was going to Assault my opponents VEN DREAD in my depoyment zone. At the start of the assault I tried to Cast Might of Titan, i rolled an 8, my opponent argued that I failed the roll, as HIS Venerable Dreadnought would oppose a -4 penalty to MY roll as I was within 12' of his Ven DREAD. My argument was, I was'nt targeting him or any of his Friendly units within 12' so the penalty should not apply. The tournament director was called over and agreed with my opponent. Just want to see what everyone thinks, i certainly understand where he was coming from, just did'nt agree.

Aegis and Improved Aegis only function against powers targeting models with those abilities (or within 12" in the case of the Venerable Dreads). Hammerhand and Might of Titan would not suffer from the -4, while something like Cleansing Flame would suffer from it. The TO was wrong, as was your opponent.

Aegis is for enemy psyker targeting a model with the aegis rule. Otherwise anytime a GK psyker used a power he would be taking a -1, at least. You buffer your own squad and so are not an enemy psyker targeting a squad with aegis, you are friendly psyker.

As above. MoT is not targetted at an enemy unit and therefore cannot activate Aegis

This is why its imporant to know the target of a psychic power.
Someone thats Immune to Psychic powers would be immune to the bolts of lightining you are shooting at him, but he would NOT be immune to you using your powers to make your muscles insanely strong and then beating the crap out of him with your fists.

That's a distinction seen across many game systems. Golems in D&D are immune to my Fireball but I can cast Disintegrate on the ground below them to create a pit and they will fall in like anything else.
Buffs target yourself, and thus are not affected by Aegis. PSA's or debuffs target your opponent, and thus ARE affected by Aegis.
