As the title says im starting a eldar army and i want some help as to what i should start buying
I already have farseer's so im good with that
Im looking for a competative list so anything that you know is pretty competative would be great

A few questons
Wraith lords look awesome....are they worth it?
Warlocks in all the squads ...is that a smart idea?
Is the avatar worth his points?
D-cannons.....yes?,No?
war walkers also look good but are they competative

Whelp, the most competitive list you can build is a mechanized list featuring small Dire Avenger Squads in Wave Serpents.

That said the units you think are cool, especially Avatar and Wraithlords are best in a Foot list. And foot lists aren't bad per se- they just have bad match ups against IG, SW and DE.

War Walkers for that matter are the second most competitive unit in our entire codex- only after fire dragons!

I recently went through this myself and opted for a Foot-Dar army that features Eldrad, The Avatar, 2 Wraith Lords, 2x5 Fire Dragons, A harlequin squad, and some guardians. I'm pretty happy with it so far, there are a lot of good eldar deals available on ebay; I managed to pull off what I was trying to do for around $200, but I still need a couple more pieces.

If you decide to go Mech-dar, be prepared to spend a lot more, It's hard to find deals on wave serpents and fire prisms, so you're looking at a $500 army at around 1500 points.

Eldar have the distinction of being competitive in both low and high point games, even though the codex is pretty out dated, it's so solid that it still holds up.

To address your questions:
I love wraith lords, they're great weapon platforms and very scary in CC.
Warlocks are also valuable units, Necessary with wraithguard and Wraithlords, even better as part of a seer council on jetbikes.
The Avatar is totally worth his points in a foot-dar list, but isn't typically used in mech-dar.
D-Cannons, they look good on paper, but YMMV.
War Walkers are extremely competitive and often make up the backbone of eldar lists. They carry so much firepower that it's hard not to take them.

Keep in mind, rumors of a new eldar codex for this summer have been floating for a while, and all this may change.

Well there's a guy at my local club that I know quite well and he is the best player there. And there is some very good players. He runs foot-dar with 1 squad of fire dragons in wave serpent and 1 squad of bansheees in wave serpent and uses them as counter attacks for tanks or close combat things. He has 3 squads of guardians forgot what gun he takes but it's a high rate of fire one and three war walkers and an avatar and eldrad in a wave serpent and also D-Cannons. He loves all that stuff and he very rarely loses( generally in team games when the team mate sucks) It all depends on your skill whether it's good or not.

he uses this stuff to surround you and he also has 1 squad of rangers and 1 squad of dire avengers but the dire avengers are a thing he'll chuck out of he needs too. With the surrounding thing just walk forward and encircle the foe. He has over 60 shots with all his guardians and he dooms the squads he shoots at first so it hurts when he shoots. Big time.

Just buy what you like, in the end you'll end up with at least one of each unit anyway.

There's some truth to this. I recently bought a box of Swooping Hawks, I know full well that they suck, but I wanted the squad anyway, partly for the lulz of fielding them, partly in the hope that they'll be good in the next codex edition, and partly because I wanted to get them while they were still metal and not finecast- I was just in time! It'll probably be a while before I actually field them though...

Moving flat out..

From what you mentioned in your OP - seems like you have the inklings to start a footdar list.

Essentially.. Wraithlords, Wraithguard (D-guns), Avatar and Farseers and Warlocks to keep everyone alive and killing.

Wraithlords are super cool - but get toasted if not taken care of by massed STR8 AP3 fire. I like D-Cannons on Wraithguard too. They are mucho tough and fun.. but are limited by their short range.

Well, the Eldar codex is an old one, and has only one real 'competitive' build. As such you will need the following.

6-7 Wave Serpents
15 Fire Dragons
15 Dire Avengers
3 Fire Prisms/Nightspinners.
3-9 War Walkers
Eldard

Those are the building blocks of the standard "Mech'dar" list

Never forget his WS10! WS that high is rare so players usually forget that you need 5+ to hit the Avatar in CC with most units

The fortuned Avatar is a good semi-competitive build. Playing against many armies, its an excellent combo.

However, there are a large number of competitive armies that you run across in tourney that can take down the fortuned avatar quickly. Take a space wolf list with 18 ML. You can expect 12 of them to hit every turn, with 10 wounds. You will save 75% of them, so the avatar will take 2-3 wounds a turn. That means you can reasonably expect the avatar to be dead on turn 2. Space puppies are not the only army that can do this.
Fortune is also easy to shut down too, even if you get 2 shots at it. Most armies are now bringing psyhic defense, and having fortune shut down halves the survivability of the avatar.

In summary, I don't believe footdar is extremely competitive, and stays nicely in the semi-competitive area. While an excellent general can take it far, that same skilled general can take mech'dar further.

What may be good now, may not be so good 6 months from now when the new major edition comes around.

This is true, the Eldar are supposed to be getting a new codex late summer 2012, so things will change.
It all depends on what you want. I will play eldar even if they suck because I love them so much, but if you are looking to dabble in them, you may consider waiting.
Supposedly, mech and foot lists are to even out a little in 6th edition. We will see. At my local club, mech is what everyone runs, so a foot list is hard pressed to compete in games where the enemy does not want to come to you. Multiple objective games can be a real . If you know what I mean. But foot lists can be awesome. I love Wraithguards, lords and the Forge World Wraith Seer is a beast in CC and helps out the other wraith in your list. But is a heavy mech game where it is not annihilation or capture and control, you are going to be hard pressed.

I also am one that love Eldar, in fact i almost dread a new codex simply because they are a hard army to play, they are the underdogs. But they can win every game! They are still capable of it. If it is your first army, dive in! You buy the core it will likely still be the core regardless of what changes are made. Also expect 6th edition before new eldar (i hope oh i hope) so there is some waiting involved if you really wanted to do eldar. If you have another army and really arnt in that big of need of starting a new one, then wait. it wont hurt.

List of units i recommend:
Farseer
Dire Avengers
fire dragons
rangers (great back field unit)
and then serpents if you want mech, or more guardians if foot.
and one fire prism.

other than that get the models you like. i had a wraithlord, avatar, farseer, dire avengers, and guardians when i started and my collection has branched from there. (i currently have well over 5000 points of eldar including a nice revenant titan, that needs some paint XD )

Eldar have a lot of GW support. It's a safe bet that anything that was released in Finecast is going to get a boost in the new codex, as they have already released 14 finecast kits for them, and they obviously want to move them.

Rumors, a fairly reputable rumor monger said that Eldar will be getting some new Jes Goodwin designed models including vehicles , Guardians will be resculpted, phoenix lords will be getting a finecast multi-kit, and a few other new things will be entering the arena, but unlike the necrons, no existing units will be obsoleted.

Right now is a great time to snag eldar deals on ebay; I've managed to put together an army that would retail at around 500 for less than half of that. Once the new codex drops, the demand is going to skyrocket, along with prices.

One good move is to buy up old metal models with crap paint jobs, they usually go pretty cheap, and stripping the paint off them is way easier than trying to strip plastic minis. I scored about 20 terribly painted models for around $40 including an avatar, eldrad, and some wraithguard. Now they've been cleaned and converted, and they're ready for me to finally figure out a color scheme.

I did cave in and get some finecast fire dragons and rangers; the sculpts are really nice and there are no miscasts other than some insanely extensive flash.

If you want to play, I say dive in. You'll always be able to sell off your army when the new codex comes out, unless the codex sucks...Ebay is your friend.
