Is it true that for every warboss (max 2) the ork player may take a nobz squad as a troop choice thus making an all nobz army legal? Same question except Ghazzy + warboss?

I rarely see or read anyone try an all mech nobs list. Is that simply because it is not competitive? Nobs+wagons+lootas+ orky scouts?

Nobz are a so called death-star unit. One unit will cost a huge amount of points, two or even three units will cost you all of your points, leaving you with very few models. If you opponent can counter nobz, which is not that hard for many armies, you simply lose the game, period. If you try minimal squads of nobz, you'll find them to be mostly useless, and the battlewagon isn't strong enough by itself to justify spamming.
Look at it this way: Marines or the imperial guard wouldn't field minimal squads without special weapons just to get more rhinos or chimeras.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe. |

The thing that makes them expensive is taking different equipment on each nob so as to mess with wound allocation. Mech nobs are usually not used as bikers are pretty much the same, but with a cover save adding to the wound allocation fun.

That's pretty much all wrong. Even if you wouldn't care about wound allocation at all, a decent nob unit able to tackle moist foes would be 280 minimum (without wagon). If you want stuff like big choppas and a third klaw, you can add another 40 points. To diversify that unit, all you have to do is add a single combi weapon and a second boss pole for 10 points.
In addition, mech nobs are used more often than bikers, as they can take a battlewagon as dedicated transport, allowing for four of them in one army. As soon as you field more than 5 nobz, a battlewagon comes in cheaper than bikes.

The real issue with Nob Bikers is that every Gray Knight can Instant Kill them. Wound allocation shenanigans do not work against them. You have 8 60+ point models with a 5++ save against 10 20 point Marines. No 4+ Armour, no Feel No Pain. Even if you assault at I4, the GKs will kill back their points and more. Plus, Gray Knights are so cost effective in other areas, they have become a staple army of the Tournament circuits. Since they pretty much negate one of the their most powerful builds, most Ork players do not field Nob Bikers competitively any more, just in fun games or those in which you know what army your opponent is bringing. And, being an older Codex, all of the 'discussion' surrounding Nob Bikers has already been hashed out.
