Yes, you can use the DR to hit units that are in CC

If at all possible, I try for a litteral interpretation of a rules sequence. Thus, I have been nominating my point, then rolling 3d6, then picking a direction for the 2nd point.

I'm still on the fence about the pre-measuring 12" part. I haven't been, but I can see reasonable arguments for both interpretations.
