Um armies not often played include
1. Chaos daemons (in the current game atmosphere I would avoid them)
2. Sisters of Battle - kinda pricey
3. Tau - could change since they have a new codex in the wing reportidly
Idk csm and eldar might be the next leat played but that depends on your are. They are also due new books soon. BT and DA are kinda kangin in the breeze too.. Guess what Im saying s there are some out there but some are regionally scarce.

What army is rare really depends upon where you live because it all comes down to what people like, however, I can tell you that Space Marines are the most used army in the WH40K universe. Not suprisingly really, they are after all GW poster boys.
Whe choosing an army you want to be choosing firstly an army the looks good in your opinion, secondly you want one whos fluff interests you and lastly you should be looking for one whos playstyle is what you feel suites you best. I'll give you a quick run down of all the armies I know a fair bit about:
Blood Angels: Fast... Very fast. These boys fly down from the sky and rain hell on your opponent or zoom across the board and get gak started. They are space marines so they're not too hard to play. They arn't too uncommon where I live but I havn't played against one in a while.
Daemon Hunters: A bit on the expensive side but strong as hell. Currently, these guys are all over the tournaments and with good reason. In the current meta game a good GK commander wins easily. Shame they arn't too many good commanders despite the large number of people who play GK.
Dark Eldar: The most sinister of all races in the WH40K universe. I personally love their fluff, others hate it. These guys are a glass cannon, much like their craftworld counterparts. They used to be uncommon, you never saw a Dark Eldar army actually but after their new codex released and people did their flocking to the new codex thing the are pretty much everywhere.
Space Marines: The poster boys of the 40K universe. I play a chapter myself, the Black Templars, but admitedly they are the most popular race. You will see these guys everywhere, mostly running barely primed and being fielded by 12 year old generals. Despite this you shouldn't rule them out, I know I did when I started, I was like you really I wated to be unique but the WH40k world is constantly changing and you will be too, their popularity shouldn't be why you don't play marines.
Chaos Space marines: Space marines without the new technology but a whole load of daemonic traits and other such things. Pretty common aswell but no where near as common as the loyalist marines. They play much in the same way but have units that'll take some getting used to on the owning players part. Khorne Berzerkers for instance are one of the most fierce combat troops out there but unless you field them right, no one gonna let them get close enough for the charge.
Eldar: The 'good' side of the eldar race. I personally feel all their models are sexy as, but that's just me. Most of their units are pretty fragile, i'm talking the aspects here not their vehicles and wraith units who are some of the toughest nuts out there. They also need a good commander who comes packing a good list to be effective though, but they are SUPER effective if you can get that down. I suspect their more popular in other countries but in mine, their exceedingly rare
But I do live half way across the world so...
Orks: These guys were my first ever army and they were super fun, until I got bored after a few years and migrated to other armies. They arn't to common but their still around there used to be more though. Basically their a tidal wave of green that smashes down on their enemy and grinds them down to a pulp, losing a bucket load of models while they're at it. Or they could be played as a ram shackle mechanized force, which does suprisingly well by the way.
The other armies are ones that I personally have not played and/or have played against enough to know how they play. I guess that makes them rare, right? With those two, the only one I can comment on are the DE.
First thing to know: they are wicked fast. When you run them as Mech compared to WWP (using portals), they are the fastest army in the game.
Second thing to know: they die to a stiff breeze. They are fast, powerful, and can kill many things. But they can not take hits in return, except for the Haemonculus Coven units, such as the Talos or Cronos.
Third thing to know: they are hard to learn. Be prepared to lose your first few games. But after you get used to the army, you will have a powerful force at your disposal.
If you do decide to go DE, look at Dashofpepper's and Thor's Tactica advice in the Articles section. Very useful stuff there.

What are you looking for in an army? Do you want an army that excels at bringing heavy ranged firepower? Or one that will destroy anything in close combat? Alien or human? The thing about WH40k is that any army you pick, you can make it different from others. Whether that means painting and modeling it in your own way, or using units and tactics differently, it doesn't matter. Look over some of the models and read a bit about their fluff on Games Workshop. Pick a few that appeal the most to you, then you can ask questions about how they fare in combat.
Tau and Dark Eldar are both physically frail races that rely on firepower to win. The story of the Dark Eldar is one that I have a hard time relating to, because they are just blatantly sadistic, twisted and evil. They have a place in the 40k universe as dreaded reavers, but they are relatively weak in the scheme of things and of little consequence to the major struggles in the Galaxy.
The Tau are just a young fledgeling Empire struggling to expand with their own philosophy of assimilation. Sort of the commies of 40k imho, they use advanced technology of ranged firepower as well, but differ from the DE in many ways.
If you want an army that can weather hits and keep on going like a Juggernaut, there are either horde armies like Orks and Tyranids, or hardened and elite forces like Space Marines and Chaos Space marines, and those inbetween like Necrons and Imperial Guard. I think that Tau, Eldar, and DE are indeed the "Glass Cannons" of the universe, so if that isn't what you are looking for then avoid them.

To be honest duck, from what I have read here I think Chaos Space Marines might be the army for you. I have had a Necron army for a few years and it's great, but I have always wanted to do a CSM army. They are very cool, and you have the options of making it unique in your own way by including units from any of the four Chaos gods. They also get the 3+ armor save that Space Marines all have which makes them easier to play with for beginners. Not that Necrons aren't also an easy army to use, but I still think even with the new codex that Necrons are a little bit bland.

Congratulations! A good choice. You should probably start with the Codex, read it through and then consult some of the members here on Dakka and the Tactica Articles so you can figure out what models you want to buy. It always sucks to go out and buy a bunch of generic models that look cool and then when you try to put together a competitive list you can't even use most of them.

Great choice mate, I originaly started with Tau and even though i didn't win very much, they were heaps of fun to collect and play, the sight of a mass of Tau Fire Warriors and Crisis Battlesuits backed by Hammerheads and Broadsides was awesome but i always had the taint of Chaos in me, it just took time.
I started my Chaos Space Marine army a few months ago and the first to games i played i won and it was great. They are a great army to play lots of fluff to them aswell, great versiltility you can play ranged but all your units can still do damage in CC or you can go all CC, Berzerkers in rhinos on the charge a squad of 10 has 42 attacks on the charge and they have awesome stats. Chaos have a good range of special characters and units, you have made a very fine choice my friend
I would recomend buy the battle force first and a HQ, i bought it and Terminator Lord/Sorcerer and assembled him so i could use him as both. This allowed me make a 1500 point army straight away and get playing. a Daemon Price would be a great first HQ and they are a must for your HQ choice.

I reccomend doing what reckoner said, buy the codex and read through the units that intrest you the most and the units that you feel you'll enjoy playing assembling and painting. When i bought my second army (chaos also) it was one of those flings of the moment and i chose my army based on what the store had for battleforces and chaos had the cheapest one so i thought well this would be best and i always loved chaos before i started playing orks. (AoBR) I know next time before i start a new army ill do more research on the army im intrested in and buy the codex first and go from there. Hope that helps = D
PS- If your anything like me i'd recomend buying one box at a time so you don't get overwhlemed with painting and assembling, unless you just want to assemble and play right away then plan out your list and so on.
Cheers

Ah Chaos space marines a good choice in my opinion i also play them. They are fun, look very cool and are fun to paint and assemble. And also in my LGS not to common.
They can take a punch and dish one out too.
Enjoy
PS: for units choices i would start with a squad of plague marines these guys are a solid choice of troops and are very hard to kill.
Good luck

Buying a Codex and then a Battleforce or two is generally a good way to start any army for a reasonable price tag. I find it's usually a sound base for any force (and in some cases a solid army overall).
