There's a good example in the current codex.

It's near the start, goes something like this;

System Rebellion > Space Marine Strike-force > Rebellion quelled > Marines kill unworthy imperial commanders > Marines take charge of the System > Stop paying Imperial Tithes > Marines fall to Chaos

Just stop at the point at which the Marines turn to chaos.

Not necessarily. As much as the Imperium touts that notion, it is entirely possible to think for yourself. Also, considering their stance on the current Imperium, they are one of the few that wouldn't be destroyed by an awakened Emperor after he leaned of what the Imperium has been doing in his name.

Not true at all. Renegade just meaqns you did something to make the Imperium declare you a renegade. It has nothing to do with falling to Chaos, and doesn't inevitably lead to it. It just means, well, them and the Imperium aren't friends anymore.

It doesn't even have to be whole chapters, Individual marines who fail and rather face retribution run, or marines who fall from grace or develop a personality trait not picked up or Ironed out by marine brainwashing process.

I'm sure there are numerous references in fluff to marine corsair groups. Not sure if this is the best example but in the Ultra marine books there is a group, admitedly the leader does end up turning to chaos but thats only after all his band are killed.

Marines are people to, not normal people but still, internal politics happen (salamader books anyone).

Also, sorry if this is wrong, weren't the 23rd founding declared renegade due to defects in the geneseed rather than chaos taint?

You could make your marines a corsair group made up of individuals rather than a cohesive chapter. it would allow for a lot of painting, modelling and fluff options

Just remember to reflect the negatives of such a situation. This is one of those concepts that can be really cool or really crappy depending on how you do it. It is a thin line between cool concept and mary sue chapter.

Losing the imperial infrastructure, recruiting worlds, having your fellow chapters turn on your, the inquisition, navy, and guard should make life HARD. You need to think about equipment failure (do they raid for new equipment, or do they just go without and have to deal with inadequate supplies). How do they replenish their numbers (kidnapping? Impersonating? Or are they just dwindling?). How are they handling being hounded by the inquisition and their fellow chapters? Why did they fall from grace? (you really need some negatives here, either pride on their part or things just going VERY badly for them)

A fully functional renegade chapter with all their equipment, full numbers, virtuous, governing their own system is something that is to be avoided at all costs.

For virtue and independence to be interesting there needs to be a COST, and no where is this more true than in 40k where the cost is so often too high to pay. If you make a chapter that has all the benefits of being free thinking and humanitarian without demonstrating the cost your fluff will be reviled by most players, and rightly so, as it flies in the face of almost everything most people love about 40k.
