When using Warptime psychic power do you re-roll ALL to hit and to wound (eaven succesful hits and wounds) or just all failed??

The psyker may re-roll all rolls to hit and rolls to wound.

"May" is the key phrase. It doesn't say "must". Therefore the player may or may not reroll any given roll at his discretion.

The general rules on re-rolls in the main book also specify that if you're entitled to re-roll a group of dice, you pick up the ones you want to re-roll, and roll them again.

Are LD tests an exception to this, or does Stubborn allow you to reroll one of the two dice (ex: You have LD9 and roll a 3 and a 6. 3 is on the low end and you want to keep it. Can you choose to reroll only the 6?)?

No - a LD test is a 2d6 roll, and you cannot choose part of a set to re-roll (you must re-roll the whole set). To hits, etc. are single die tests, so you can pick up however many you want.

It's under the re-roll rules.

So many people fail to read page 3. It really spells things out pretty darn clearly on re-rolls.
