I was thinking of doing a heresy era world eaters army and was wondering which army book you guys think i should use.

I would go for either space wolves or blood angels, focusing on assault units (such as blood claws). World Eaters were always a very CC focused legion

Well they would have the wrong armor and be covered in khornate and chaos markings, so probably no.

You'll definitely want the chainaxes, but if it's pre-fall, I don't think the rest of the armor would work so well.

Well I'd change the heads, paint them as pre-heresy era World Eaters (white and light blue). Probably leave the khornate and chaos markings where applicable, because it is heresy-era rather than pre-heresy.

which units in the blood angels codex would reflect the World Eaters Berserker the best? I'm think either Assault Marines with Priests or Death Company.

Blood Angels makes the most sense to me. You can do lots of Assault Squads that way, and Pre-Heresy Assault Marines look really cool.

Space wolves, the core of blood angels are assault marines with JUMP PACKS, world eaters (especially heresy era) with jump packs would not work so well. You can use blood claws and mark of the wolfen to represent their rage. In addition it is frequently mentioned by characters in the HH series how similar they think the world eaters and space wolves are (see "Rebirth" in the "Age of Darkness" book).
