Should I go 28mm scale or 54mm scale?

It depends on the Primarch in question and pre or post heresy.
The largest was Magnus then a tie between Russ and Horus with the smallest being a tie between the night lords and the world eaters.
Magnus could be made with the deamon prince or inquisitor marine the rest are a bit smaller.

I think the smallest Primarch (s) were Alpharius and Omegron (Alpha Legion) as they were twins so grew to be smaller than their brothers, but as only minimally taller than a regular space marine (hence they could all use the 'I am Sparticus' trick, as their wasn't too much to distinguish each member)

yeah magnus was the biggest a head taller than the otheres who were all of a similer size then you had alph and bro who were a head shorter than the others .

dont realy understand your qrestion tbh ..do you meen would primarchs be 54mm tall when compered to normal plastic marines ? then no they wouldnt be . {in non deamon prince form that is !}
