If you are planning on running a large squad of snipers objective camping then he can fit in all right. Let him fire his own weapon if he's in range and pray you can pick off a special weapon model.

For anything other than snipers, I prefer the regular sarg's options more.

I run him with snipers, he gives stealth to his squad, drives my opponents crazy. He is becoming a high priority target for destruction.

Telion is a dickhole. Read why in this battle report.

He's a pain in the ass and snipes all my sergeants. If he rolls pretty decently, he's a very annoying character against most armies. I make a point to kill him with extreme prejudice. As for sniper scouts, they're awful and only really good at staying in cover and not dying.

Yeah. The one game i ran him he sniped a rune-priest 2 turns in a row

it's useful that you don't have to buy camo cloaks for stealth, so you can give your HQ a better load-out or so.
Opponents just hate it when you keep killing their special weapons or sarges, that's the best reason to take him for me

Personally I like Telion a lot. His ability to snipe out specific squad members can be devastating (the look on my face when the other guy sniped the Commissars from my blobs of guardsmen...) Plus of course he grants the squad stealth which means you don't have to buy camo cloaks and in a worst case scenario you can use Telion's BS to fire the squads rocket launcher if a vehicle is bothering you.

If you are running scouts, defiantly take him.
