I am working out a list that uses the new Ghoul King model as the Lord and General of a VC army while sticking with fluff and the fall of the Strigoi into beastial madness:

Lords:

Strigoi Ghoul King (Black Periant, Ogre Blade, Ironcurse Icon) - 440
Quick Blood
Red Fury

Heroes:

Necromancer (Book of Arkhan) 90
Necromancer (Dispell scroll) 90

Core:

Crypt Ghouls (50 models) 500

Special:

Hexwraiths (5 models) 150
Vargheists (5 models) 230

Rare:
2 Terrorgheists 250/gheist

King and the two necromancers will be using lore of Vampire, the necromancers will most likely drop their rolls for invocation of Nehek to rez the ghouls as they get slammed with spells and war machines.
I bunker the King and Necromancers in the horde of ghouls to get them across the field without being blown away to quickly
The hexwariths and vargheists have their obvious role as fast flankers harassment.
The gheists should both be able to fly/march and scream first turn, inflicting a moderate amount of wounds before combat is even joined.

Any suggestions would be awesome, thanks in advance guys.

I don't think putting the necros with the ghouls is a good idea. They are easier to wound than the ghouls themselves, making them very tempting targets for even chaff units.
Your ghoul king also needs to be better protected, as all he has is the regen, so any flaming attacks will ruin his day. Swap the ironcures for the dragonbane gem on this guy at least.
I also think you could get away with dropping the hex wraiths and 1 vargiest for more core ie. zombie bunker, and some redirection dire wolves. Your terror giests will mow through all the opposing small flanking units on their way to the main combat.

As your list stands now; dwellers/purple sun/flames of the phoenix/pit, and most of the rest of the lore of shadow actually, stand a real chance of putting you on catch up mode from T 2.
Also there are some units the ghoulstar just can't handle in CC: WoC chosen/white lions/hordes of steadfast spears (unlikely though)/ ogre gutstars/ etc.
Plus, you have no units to deal with opposing chaff like skaven slaves/hordes of goblins/halbardiers. Your terror/vargiests will do some damage for sure, but not fast enough to win you the game in most cases. Then all the opponent has to do is focus on your ghoulstar to kill all your wizards, and it's game over for you.

Cause the chicks dig it...
2000 (RT era Thousand Sons), 2000 (Undivided), 3000 (demons)
2500 (Skaven), 3000! (Chaos Dwarf), 2500 (Warriors of Chaos)
(RT era World Eaters WIP)

When I run a lord level vampire, I'm going with:
Ghoul King
Sword of Bloodshed (+3A), dragon bane gem (2+ ward vs fire), potion of strength. Blood lines are Red Fury, Quick Blood and Dreadknight.

Not many units can stand up to 9 attacks with re-rolls, which generate more attacks with re-rolls. Potion of strength just means that one hard unit he bumps into is still in for a world of hurt. 15 wounds vs ogres is my record so far.

Is Quickblood really necessary? They've got Infinite Hatred, don't they?

Ghoul Kings get 5+ regen, and that's about it. Going first is nice.

What?
Ghoul Kings get Regen, Infinite Hatred, and poison IIRC.

Though I agree on going first is nice though. But it might not be worth the points it costs any more, since he already has his re-roll.
