Getting my broom incase there is shenanigans.

In my Tzeentch based demon list I was wondering which is HQ unit is better?

Lord of Change w/We are Legion, Boon of Mutation

or

Blue Scribes
Herald of Tzeentch on a Chariot w/We are Legion, Master of Sorcery, Bolt of Tzeentch

I take it the other HQ would be Fateweaver?

The LoC would take pressure of Fateweaver and the Tzeentch Princes (if present).
The Scribes and Herald have more wounds (moreso combined) and a potentially bigger damageoutput.

Both options have speed and tactical flexibility. The Scribes/Herald combo even more because they are two units.

Scribes having acces to Pavane is quite big IMO. On the other hand, the LoC can engage high-AV targets in combat and succeed, which also offers possibilities.

After all this the sad thing is that IMO it depends on the rest of the list.

In a list with Fateweaver and three Princes, I can see the LoC adding another big threat.
In a list with a MSU theme with Flamers, Screamers and a lot of Horrors with Bolts I might opt for the Scribes/Herald

Curious to see what your list will look like once finished...

I don't think there is really a wrong answer. They both have a lot of pros and cons.

One thing that the LoC can do is tar pit scarabs which might become common.

Basically the Heralds have more firepower and the LoC is better in assault.

I run Fateweaver and three Princes with the LoC, although he is a bit better in assault he really doesnt have the attacks to back it up and will often get tarpited where you dont want it.
That being said he is a reasonable answer to AV13-14 which bolt really struggles with.

I dont think boon is worth it on a LoC although it is alot of fun breath is way more useful, for example atempting to stun/imobilize landraiders etc before you assault.

I cant comment on Tzeentch heralds as i have never run them but if i were to i would run 4

Without a doubt, the Herald on Chariot. Try to keep him around 100pts and if you're not taking Fateweaver, go with 4 heralds (if you don't mind the spam).

Then take 18 fiends of slaanesh. The rest is just gravy.
