There is no substitute for priming.
If you mean a substitute for GW Black Spray Paint, then there are plenty of threads on that subject already.

Dont know about where you live but my local toyword has plasticard. I'm not quite sure what you mean by a substitute for a primer

I mean a cheaper primer other than the GW one cause I want a colored one that I am not going to use as often and would rather not by an expensive can of colored primer when I could just get a suitable substitute. Is toy world a hobby store?

The best if (if your going shopping) place for Plasticard is either 'serious' model stores (e.g. places that sell historically/technically accurate model trains/planes/cars/tanks/etc). They tend to be pretty good for that sort of thing.
The other best place for plasticard is the internet. Ebay usually carries a good selection, but just google plasticard and you'll find loads of places.
I don't know about coloured primers (personally I only ever use black) but Army Painter seems to have a good selection. A lot of Dakkanauts report that they have good results using car primers (as in the kind used to prime car bodies for painting), maybe try your local car-parts stores etc)

I like the Vallejo polyurethane primers (in bottles). MUCH more efficient to buy an airbrush setup for priming and a few bottles of that than to use rattlecans. No more blocked nozzles you can't clean, very little wastage, and excellent control. And you can varnish with it. And *shock* paint too.

Got to agree with the suggestion to wander through your local model railroad/hobby shop. They have all kinds of useful things - not just plasticard.

I haven't tried it yet but...
I've heard that the For Sale and No Trespassing signs that you can buy at most any hardware store are basically just giant sheets of cardstock, Granted the bright red printing my be an issue.
