Only if you attack a vehicle, then the armor value is generally weaker.

The only way which side you go after a model in 40k matters is for vehicle rules, otherwise all that matters is LOS.

There are ways to move units around to preform tricks, such as getting multi-assaults, or limiting your melee swings to prolong combat, slingshoting HQ's between units/melees. These aren't common though.
