Any ideas on what models you could use to represent this unit? Would be looking for something on the cheaper side as would be fielding about 80 models lol

I can only guess but maybe the Flagellent and Free Company Militia boxes are the places to start for a rabble. You'll need an excess of pistols and cut down lasguns from IG frames and some thrown in Flak Armour can't hurt the look. Unless they look drastically different from 'generic sci-fi rabble' then I'd recommend those kits as the place to start.

Empire Free company would probably be your best bet, if you can find them some shovels/spades/wrenches from the misc. accessory kits from IG tanks you could probably skip giving them laspistols.

If you are running renegades, you might want to just simply get WFB zombies (or a cheaper alternative, but I don't know of any) and run them as the rabble since you can then also use them for plague zombies in the nurgle list!
