I just want to know what other players would want to see in armies and what would be their niche. This is totally for fun not a request to GW or to make a fandex
I would like to see a rebellion force against the Imperium not necessarily for chaos but just people fighting to overthrow the Emperor for freedom. The niche in this army would be stealth and hit and run tactics. Like I could imagine a special rule that they do not have a deployment zone but they come in at reserve
This army would be like living in imperial worlds that have importance so they can't just destroy the world and they hide in the general public so I can see them in a city fight topic.
this is just some ramblings about a stupid idea i had

I've had an idea floating around in my head for a turtle race for 40k, that focuses on high defense but low attack and redirecting the enemy. So they don't kill anyone, just stop them from fighting.

Codex: Polity of Man
High tech humans, ruled by benevolent, if cynical and cold, AI. The polity is capable of safe "warp travel" on larger scales, but due to the extreme energy requirements of this technology they may not travel in this manner outside of spaceships (nor does this travel function too close to a planet's gravity well).
Typical technologies include plasma, telefactoring (remote control) and AI. Laser technology is not a common military technology for personal defense weapons, but can often be found on drones or ships.
Golem - Androids, essentially, on the battlefield often older versions remote controlled in large numbers by vast ship-AI, but in the rest of the society they are almost as varied as humans. When a human dies, but has himself recorded he may be uploaded into a golem, or the golem may be controlled by a manufactured AI.
Drones - no drone is the other alike, this is especially true for war drones which can range from spider-like walking drones to space-warfare drones (always capable of atmosphere insertion, even in atmospheres humans can't survive, so that they can eviscerate the crew of hostile spaceships)
Humans - human soldiers are typically VR trained at extreme rates for the conservatives, or have combat skills directly downloaded into their minds. Physical boosts are used to compensate physique. Ironically, it's the mental aptitude that makes a soldier under the polity, more so than in modern society.
Vehicles - the technology of the polity allows the vehicles under it's employ to be extravagant and alien compared to the Imperium. Typically featuring anti-gravity as the main source of propulsion, a Polity tank is often disc-shaped and is capable of travelling both as a "plate" and as a "wheel" for tactical maneuvers. Other vehicles include troop transport platforms, heavily armoured personnel carriers, anti-gravity propelled bikes and cars, and so on.

I'd make an IG variant based on modern militaries--Stealth as an army-wide SR, vox squads available for 3 or 4 points, stuff like that. I haven't really given much thought to it.

I would create an army that works on the following principles:
All troops are robots. All heavy support and elite are walkers (vehicles). Fast attack is all light skimmers. HQ's are just stupid powerful, with re-rollable ward saves, but only toughness 3.

I'd like a Mercenary Codex that incorporates some new alien races and can also be used by other armies.
Troops would be something like the Necromunda Gangs.
You could have Tyranid Cultists, can also be used by Tyranids. Blood Axe Orks, can also be used by Orks. That sort of thing.
By having units that can be used by other armies I think would broaden the appeal.

Codex Mercenaries would be cool: Kroot, Blood Axes, Eastern Fringe human freebooters, Renegade marines. I'm thinking Heavy Mech suits, but a mean arsenal of weapon, like a Deff Dred combined with a Crisis, and people using auto/stub weapons. Also, human grav- vehicles would be cool.

Well, I'd love to reintroduce cults and Arbites into the game, but this is for armies you create
I'd love to see an army where all their vehicles were walkers. Walker transports, heavy gun walkers, close combat walkers, just all kinds of stuff. The troops themselves would be hardy, but not quite Space Marine tough. Could do an army based on lots of short range, high strength firepower at an average BS.

Here's my race; The Xli'koids.
Biology:
The Xil'koids are moderate sized creatures that vaguely resemble four foot long slugs whose underbellies are swarming with tentacles ranging from six inches to three feet long. They have a large mouth at their front but when closed it is almost impossible to see. Generally Xil'koids are herbivores due to their massive molars but are capable of eating anything if tricked into it. The colors of Xil'koids vary from a vibrant, hot pink to a dark, bruise colored purple. Xil'koids originated from a rocky, high gravity planet and as a result are surprisingly strong and endurable. Due to how quickly they are conceived and mature, Xil'koids breed extremely quickly. The average Xil'koid (assuming there are no outside threats, such as war or ecological disasters) has a seventy one year lifespan and thirty six children.
History:
Xil'koids were one of the first "Xenos" encountered by humans (During M.27), having lived just on the edge of the Solar System. During the extremely early Great Crusade mankind engaged the Xil'koids in a twenty five year war which was briefly led by the God Emperor. Though the Space Marines and Imperial Guard inflicted heavily losses on the slugs, the Xil'koids quickly recovered using their extreme reproduction. At one point, ten years into the war, the Ultramarines led a massive two thousand Marine attack into the Xil'koid capital and were slaughtered ruthlessly by sheer numbers. Eventually the Emperor was forced to take a personal hand in the conflict and decided to simply ruin the planets rather than try to claim them (despite the solar system's usefulness and resources). Through orbital bombardment 70% of the Xil'koid race was slain and the rest fled to the Ultima Segmentum.
Over the next five thousand years the Xil'koids replenished their numbers and rebuilt their society. Finally, when all was well again, they were discovered by the Inquisition. Four regiments of the Imperial Guard, the Ultramarines, the Novamarines and the Inceptors descended upon them. Over a sixty seven year war the Xil'koids' planets were once again ruined and the race was once against decimated. Thankfully the Xil'koids enough of them survived to set up a new colony. However, due to an error in warp travel approximately five billion Xil'koids ended up on Macragge and the other twelve billion in an a large asteroid belt.
The Xil'koids on Macragge had somehow ended up past the orbital turrets and planetside. Macragge had been long since ruined by Tyranids and the only place the Ultramarines visited was the Shrine of Gulliman. After learning to keep away from it, the Xil'koids built a sizeable society hiding under the Ultramarines' noses. Currently Macragge is home to seven billion very sneaky Xil'koids who live each day with the fear that a scout will happen upon their capital or something. The Xil'koids in the asteroid belt on the other hand hollowed out the asteroids and built inside of them. Some asteroids only contain a single house, office building or indoor farm while others contain entire cities.
Society:
The Xil'koids of Macragge live under a dictatorship where the ruler is determined by the pinkness of the skin. The current leader is Zpaheruealmdard the Bright, a vibrant hot pink slug with surprisingly long tentacles. Zpaheruealmdard is completely mad and regularly commissions great shrines, temples and buildings in his name. Nobody has rebelled against him as open conflict would attract the attention of the Ultramarines and thus Zpaheruealmdard is completely secure in his posistion.
Meanwhile, the other society of Xil'koids has the same political system most Xil'koids have used since their discovery by mankind; luck. People's political status is determined by dice rolls and politician's political abilities are determined by a large "Wheel of Fortune." For example, if a Xil'koid rolls three 6's in a roll, he gets to spin the "Major Political Power" wheel and can gain powers such as the ability to declare war, legalize substances or get away with murder. The system is extremely incompetent and has failed numerous times. The only reason Xil'koids are still alive is due to their ability to reproduce.
Allies:
The Macragge Xil'koids have no allies, as intergalactic communication would attract the Ultramarines. The Asteroid Xil'koids have no allies because a string of incompetent rulers have put them at odds with almost every nearby faction.
Enemies:
All Xil'koids are enemies of the Imperium and Ultramarines in particular due to their repeated battles. In addition the Asteriod Xil'koids are enemies of the Eldar (due to their arrogance towards the Xil'koids rabbit like reproduction, idiotic governments and pointless wars), the Orks and the nearby Red Corsairs.
Technology:
Xil'koids have warp travel, but have failed to master plasma weaponry or lasers. In war the average soldier is armed with a rifle and armor for their antennae. Only the elite have body armor, rocket weaponry or vehicles. Their main tactic is rolling dice to determine their main tactics.

A vast array of different mercenary units that could either be used to represent pirates as an army in its entirety or mercenary for other armies.
Also would work for a conglomerate of lesser races in a ramshackle alliance

A race of short one-eyed aliens who are obsessed with collecting scrap and disecting space hulks. Though largely ignored they have suddenly become more numerous.
They are slowly becoming the AdMechs greatest enemy as the Junkers seem to destroy any dockyard, mining colony and in one rare case a forge world.
Special Rules:
They Don't Pay Me Enough For This: Junkers are cowards. Whenever a unit of Junkers or Scrapers are assulted they will immediatly move 2d6 inches away form the assulting unit after the attacking players models have been moved.
The Price Of Loyalty: All units friendly units within 12" of the Paymaster may use the Paymasters Leadership.
Razorbeam: All Razorbeam weapons switch their Strength and AP values at half range. Example: Razorpike Range 12" S3 AP5 would become S5 AP3 within 6".

The idea of the army would be quick little guys with semi-powerful weapons who aren't actually a standing fighting force. The utilize armour and weaponry that allows them to survive attacks by genestealers aboard space hulks. Weapons would mostly be "Razorbeams" of varying ranges and strengths with meltaguns being the common squad assult weapon.
Armour would be a 3+/6++ on the Wardens with a few options like rending shotguns and heavy flammers.
The vehicles would be very fast and able to embark and disembark troops while moving (due to grav harnesses).
I could go into further detail... including some old drawings from back in the day but I'm tired.

I for one would like (and so there for am building, link in my sig) an army of ponies in power armour
/shameless self promotion
but really, I'd love to see GW do an admech codex so they have a nice mid ground army between guard and marines....that and I have a bit of a thing for admech ^_^
the topic of lizard men in space came up in the P&M forum which I think would be pretty cool
oh and +1 for exodites.

Following the Nid warrior brood example, an army that focuses on large high wound/toughness models. (and eternal warrior to prevent crazy deaths)
However, they focus more on ranged weaponry instead of CC.
Unlike typical armies that have a lot of "basic" guns, and a pair of guys with big guns, this army is designed that every model has a big gun.
Of course, their big guns are balanced to be as powerful as if they had a typical 10 man gunning line, not just super lascannons and no wasted bolters.
As for CC, they've got fairly high strength, moderate WS, but a low number of attacks and poor initiative. Kind of like non-power fists.
Unlike the vehicle-less nids, these guys have monstrous creatures that double as a vehicle.
Imagine a dreadnaught, but with troops riding on it.
The only fluff I can concieve of for these, that doesn't show up somewhere else in 40k I can think of, is these would be plant/rock beings.
Large golem looking things, with plant shape weapons, that do anything from spray toxins (low S, high AP), to hurl giant bowlders. (high S, but pitiful AP.)
Their different units are made up of more flora and plant patterns like fast attack and elites while the troops and heavyies are kinds of rocks.
The infantry literally grow into the vehicle walkers in order to transport with them.
Their HQ choices are all designed as similarly to heavy weapons teams (multiple models, single base) that are strange combinations that work well together.
Such as one large rock person made of flint, and a small one made of steel, who focus on flame templates.
They were originally two seperate species, plant species who somehow evolved to survive on a planet that gradually lost it's atmosphere and through necessity developed space travel to pollinate.
and the rocks, which are actually microbactiria that was long dormant in asteroids before they slammed into the plantoid planet.
They combined, plants, and rock born bacteria, to create the Terrans.(which was the name the eldar gave them, not the imperium who are pissed anything shares a name with holy terra)
