Has anyone run with either one of these in their army? or battle against either?.... and what are the plus and minus, using or fighting these orks???? still trying to put together a ork army... and don't want to get stuck with a model that I will never use..

The problems are pretty obvious just from reading the codex, which is to say they are unreliable, and fighting for in-demand HQ slots.
Having said that, I've never played a game of 40k in my life
Seriously, though, Zogwart and the SAG sound amazingly awesome though. I would love to see someone's recounting of their uselessness/craziness/coolness and second the OPs request

Are they optimized choices, not really.
Are they fun? I think so.
Wierdboys are unpredicable, so you have to kindof go with the flow and change strategy based on what power he rolls. They can be real game-changer, or do nothing but kill themselves all game.
Shokk Attack Gunz are wonderfully random. Thay are the only AP2 Pieplate the orks get, and are spendy, but no-one else in the game gets an infantry-portable ordinance weapon that has a fair chance of accidentally teleporting you into close combat with the target
Both are very orky choices, and can be effective if youm get lucky, but neither are reliable.

The Viletide: Daemons of Nurgle/Deathguard: 7400 pts
Disclples of the Dragon - Ad Mech - about 2000 pts
GSC - about 2000 Pts
Rhulic Mercs - um...many...
Circle Oroboros - 300 Pts or so
Menoth - 300+ pts

The Shokk Attak Gun is a pretty reliable infantry killer. The Warphead upgrade of a Weirdboy is really fun. Neither of these are as good as Ghazgkhull, Wazdakka, Grotsnik, KFF Big Mek, or a PK Warboss. Last night I annihilated 1500 points of Drop Pod Vulcan Marines with 3 Battlewagons, a KFF, Lootas, and a Weirdboy. I rolled 'Ere We Go turn 1, Deep Struck next to his Plasma gunners, Frazzled myself the next turn, sent the Boyz he was with on a Warpath, periled on double 6s, and Frazzled some assault Marines. Good times!

I use both, often.
The question is what is your list looking like. Is it a footslogging horde? Go with the weirdboy (with warphead upgrade!)
Are you running more mech and walkers, use the shokk attack gun.
The weirdboyz are wonderful, and fun.
The shokk attack gun tends to put fear in my opponent, that alone helps re-direct fire away from everything else.

I personally loathe the weirdboy... if his powers were not so random i might play with them. I remember in the old codex DEMANDING a weirdboy hoping against hope to get them and... sadly we got perhap the worst psyker in the game. Not a expensive choice but rarely a viable one, the Weirdboy has ported my boys out or combat or killed boys just for being in the game, To me it's alot like medieval catapult.... it's not very dangerous unless it finds the right spot at the right time.
The Shock attack gun is IMO alot more viable because the element of control is alot more present which is sad all things considered. Ideally the gun could help you deal with alot less armor save intensive marines... for example it could eradicate a paladin squad with a decent roll very easily. It's useful for tank cracking and long distance sniping as well (far as orks are considered anyway)
So i say go with the SAG but personally i suggest you give the KFF a try my friend
good luck with a proper Waagh use our boyz anyway ya want, long as ya die fightin then it don't count!!!

Shock Attack Guns can be pretty fun to use. Somewhat unpredictable, but that can play to your advantage as well, as people tend to either underestimate the SAG or worry about what it might do the entire game.
Zogwort is pretty awesome too. Sure Ork psykers kind of suck, but turning their HQs into squigs? Worth every point when it goes off.
If you are worried about the money of buying the model, just convert one from the plastics. The Ork kits are some of the most versatile GW sells.

yeah man it's all for fun, but if you are so new to the game i would discourage the weird boy as you sound like someone who wants to make sure he isn't wasting his money in the hobby and would like to taste a few wins first. If I am mistaken i apologize profusely though, all and all it's up to you if you already have a mek model i would proxy (if you haven't already) and simply try them both just don't forget the weirdboy has to cast SOMETHING every round warphead helps this not backfire as much but sometimes you will be pigeonholed into a bad circumstance with your results, same can be said of the SAG but it's a little more reliable since no matter wat (unless otherwise stated) you normally will be firing huge templates that make people nervous.

I've been blasting the crap out of stuff with my Warphead the last 4 matches I've fielded him. The greatest thing about Frazzle and Zzap is that they automatically hit, no BS2 BS. If you take Zogwort you are guaranteed a LD8 and the chance to snipe ICs.
