They can take one.

They can not embark onto it, but they can have one of the listed dedicated transports.

Nothing is stopping them from taking a transport, but most people won't really think about the option.

It is a way to fit another lascannon razorback into a mainly bike army.

Besides, they have to keep spare tires somewhere.

Yup you can always take a dedicated transport for a unit, even if they don't use it/start in it.

Now I'm flirting with the idea of a LasPlasBack instead of just a smoke screen Rhino... not a huge deal, but certainly could be a big help in a sub 2k list.

One LasPlas back is of the same risk as one Whirlwind. It doesn't attract the same kind of (you-are-so-gonna-die-first-turn) attention as a single Vindicator. But LasPlas back works better 3-4 of them. Not only will they give cover to one another, they work better as well.
