I haven't seen them referred to anywhere else, but it makes sense for the Eldar to have some kind of anti-Chaos HAZMAT team for emergencies

Please excuse any spelling errors. I use a tablet frequently and software keyboards are a pain!

They are Eldar Psychers who guard the Black Library alongside the Harlequins.

As has been said their only appearance so far has been in path of the Seer. But they are described as nurgl has said, guardians of the Black Library.

Okay. I hope they add more story about them since i wouldn't mind adding them to my eldar fluff sine the clowns are big in my Dark Eldar fluff.

Essentially from their appearance in the Path of the Seer book and the short story "Curse of Shaa-dom", they are like the Black Library's hazmat team. They go retrieve dangerous artifacts for either destruction or storage/study.
In the short story, they are even shown capable of doing something normal regular Eldar spacecraft do not do. One white seer steered a special craft through the Webway walls, exiting directly into the warp (closing up the wall behind their passage). They were shielded from destruction by the white seer's special psychic techniques, and the ship then moved through the warp before merging with another Webway tunnel. It was mentioned that unlike regular Eldar psykers that direct their powers outwards into the world, the white seers direct their powers inward for shielding against malign influences such as corrupted artifacts.
