Do I have to declare power of the machine spirit at the same time as my shooting?
i.e. I am shooting at that Stormraven with these weapons, PoMS will shoot at the thunderfire cannon.
Or can I shoot my weapons at the Stormraven, THEN decide where PoMS is going to shoot?
Also, for my info, in C:SM, only Land Raider variants can split fire (thanks to PoMS) right?

You have to declare everything at once. Shooting is simultaneous. You have to complete one unit's shooting all at the same time.

Not sure what you're asking here. Only units with PoMS can fire using PoMS. That would be Land Raiders in C: SM.

Thanks for the quick answer, I am wondering if PoMS is the only thing that can splitfire. Things like Pred and Dread won't be able to splitfire despite having lots of guns right?

Right. If you want to split fire with a lot of things, play Black Templars

There aren't many things that can.
Space Wolf longfangs have a seargent that will allow them to shoot at multiple targets. Power of the Machine Spirit does, as well. Super Heavy tanks and Titans can (apocalypse games).
I can't think of anything else at the moment, but there may be some tricky xenos that can!

Where does it say you must declare all shooting at once. I know for assaults that is true. But shooting you can declare 1 unit at a time.

Tau can split fire on just about all their units, if they take an upgrade.
Also a chaos demon with we are legion can split fire.
But all shooting is declared at the same time. A landraider that moves forward 6inches or less can declare to shoot it's lascannon at one target, while the other lascannon (POTMS) shoots something else, at the same time. No shooting one target, and then, shooting the units inside that target from another unit.

Actually, it's NOT true of assaults. You only declare one unit that you plan to assault, the others are bonus if you can reach them and do not have to be declared (altho you would have to make any difficult terrain test based on your intention to assault them, if necessary).
As for shooting, the others have got it. You declare a unit's target(s) before firing any shots. Just as you would declare that you are only firing certain weapons before rolling dice. None of this shooting one weapon and then deciding to fire another one from the same unit because the first one didn't kill something.
