1. "you can use a randomly chosen spell lore." This mean I get to pick the lore I want to use and I pick spells like usual, right? I'm 99% sure that I'm right on this one but I just want to make sure so I don't look like a total idiot when I will use it in my next game.
2. It clearly says that the Wizard turns to a level 2 Wizard if you buy it, but let's say I pick Wizarding Hat for my Great Shaman who is a lvl 4 Wizard, will that still make him a lvl 4 Wizard or will he go down to 2?

No, what part of RANDOM did you miss?
Randomly pick one of 8, meaning roll a D8, or some other method of randomly assigning the lore youre using.
You then roll for spells from that lore as usual.
He is a level 2, because specific beats general. Generally he is a L4, now he is a L2 because the hat says so.

If not there's the "D666" method
First die: 1-3 it's from one of the first 4 lores, 4-6 it's from the second half
Second die: 1-3 it's from the first 2, 4-6 from the second two
Third die: 1-3 it's the first lore, 4-6 it's the second.
Slightly more convoluted, but doesn't necessitate a d8. (I use a d8 for my skaven hatlord)

For me finding different sided dice isn't an issue as the local TT games store has a wide sellection. I assumed wargaming stores would be even better prepared. Altho i guess GW stores don't really have those due to GW not making any.

I actually haven't looked around in my "local" GW store. The thing is, that place is 1 hour and 30 minutes away from my house so it takes a while for me to get there. But next time i'm there i'm going to look for a D8.

You could also just use something like [playing/magic/spell/business  ] cards.

Yeah - write the names of the lores on 8 cards, shuffle and deal one card. You have just randomly selected a lore.
GW dont sell D8s - local game stores will have them

I just use my deck of spells from GW and a single D6.
I shuffle them all(minus signature), and my opponent cuts a card. That's both my lore, and one of my randomly generate spells. I roll for the 2nd spell in the same lore.
Or, if my opponent agrees, he cuts the deck twice, and I get both of those spell. Most often from two different lores, but in that case I include signatures into the deck, with no swapping of spells aloud. Modification of the normal rules, but makes for a fun magic phase.
Oh, and that hat on a wizard of any level, makes him a level 2 wizard. So I wouldn't suggest it on a wizard lord.
