Can the Skeleton Archers shoot at those Chameleons?

No. the skelly unit is in the way.

Most likely, no.
You must be able to trace line of sight from the eyes (eye-sockets) of the skeleton archers to the skinks.
Judging from this angle, I'd bet the skinks are totally hidden by the skeletons in the way, the catapult, and the low wall.

Chances are - no. However you just get to the same level as the models, and see if you literally can see the enemy. Thats all you need to do. ALL TLOS questions are answered this exact same way

if any of the archers can see the Skinks, they can shoot them.

Of course the skinks will be getting hard cover and distance... wait
