Pretty self explanatory. Since attacks against chariots hit the chariot itself would the nightshroud have any effect against attacks hitting the necromancer's cart?

No, as they are attacking the chariot.

Actually yes the Nightshroud would work. The exact rule is "Furthermore, any models in base contact...". So any model that is touching the cart will be ASL and no Str bonuses.

Where as the 2nd rank making supporting attacks, gets strength bonus and strikes normally, instead of gaining ASL.

Honestly, it's really only good in a challenge.

I think it would be great on a vampire lord with a zombie dragon. if you hit something in the flank, they will most likely need 6s to wound.
