That poll almost requires Grey Hunters.
You also need to clarify for others whether this includes units that are made troops by characters, such as Purifiers.
The poll is also lacking Assault Squads, Grey Knights, Plague Bearers, Dire Avengers/Jetbikes, Veterans or Plague Marines.
All in all, I'd say it's a very flawed poll IMHO.

Fluff-wise, Necron Warrior. It's a basic trooper who's tough to kill, and when he does die, he simply gets back up again. What's not to love?

I created this pool in sense that I could get basic troop of each faction forward, for the majority of Space Marines Tactical Marines are making the main body of Chapter. That is why I din't include Assault Marines who are fast attack units and not basic troops.
So please, count Grey Hunters as Tactical Marines when voting.
As for fluff wise you may name others that are not listed here.

A hard part about this poll is defining them as "basic"
Guardsmen, Fire warriors, and maybe boyz are about the closest things to a typical meaning of basic.
Meaning, a barely but sufficently trained individual who can hold a gun and swing a knife.
Eldar are usually long lived well trained soldiers, even their most basic guardians, aren't they?
Necron are little more than killbots, They aren't so much trained as just, capable.
Nids troops choices are designed from birth for exactly their roll in combat.
A Vanilla marine has gone through genetic reprograming and therapy, trained for at least 10 years minimum for a scout, and is 3 times better at fighting than a guardsmen.
Sisters of battle, as much as I love them, are still humans, but are very well trained, given high level equipment, and have a determination few armies can match.
But they aren't really basic troops. Heck they aren't really an army. Just a fighting force for dealing with very specific threats.
Fluff wise then, I'd have to go with the ork boyz. Although the guardsmen and tau warriors certainly fall into the "basic" category, and the nids are capable of mass producing their GEQ units, the orks take the cake for having the ability to make, train, and equip basic troops with absolutely no effort or thought. If orks need reinforcements, look behind you, there's some more boyz growing out of the ground, picking up Choppas, and heading into the fight already.
Crunch? I hate them for it, but probably grey knights. Their "basic" troop is capable of out shooting or out CCing any other troop choice in the game, and surviving long enough to get into whichever situation benefits them more.

Units of 20, can take nearly any special weapon, can take marks for all kinds of bonuses, higher leadership any any other marine troops choice, have two attacks base.

termagants are basic troops for nids, not hormagaunts. Genestealers are better than both, and are taken in numbers, so I would consider them the nids best basic troop.
But probably tactical marines. (although they vary in non codex-astartes chapters).

At close range it's hard to beat the ork boy. Sticking a hundred of them on the field is no problem. They're quite a flexible option too. They're so much fun to model.
I just love the concept in general too. They're the ultimate barbarian. They demolish the centers of learning of more sophisticated cultures. Sure they lose more than they kill, but their numbers are limitless and with determination they can tear down the Emperor's finest or the genius of the necrons . Sure they have help from other types of orks, but the ork boy is the beating heart of the orks in general. And they are not undone in the way that a simple-minded human culture is. They don't technologically stagnate or degenerate: their nature prevents this. They just keep growing and killing. You can try to defeat them, but the ork boyz have nothing to lose and there is nothing you have that they can't take away.
