So i started playing IG like 8 months ago, and i have a commisar i have been using in a regular infantry squad.
After figuring out the benefits of veteran squads i have started using them instead of regular infantry.
From what i understand, commissars can only be an upgrade to the platoon command squad and the infantry platoon.
What makes me uncertain about where i can place a commissar is the specialrule from Nork Deddog which makes him retaliate and kill a commissar if the commissar executes the company commander.
How can this scenario happen? If commisar is not an upgrade for the company command squad, then how could Nork ever retaliate as he is only upgradable to CCS??

Is the commissar an upgrade Games Workshop "forgot" to write in the codex for the CCS, or is it accepted in general to place a commissar in any squad desired for the 35pts cost?
Can he in that case be placed with veterans?

CCS's cannot take regular Commisars, however, a Lord Commisar/Commisar Yarrik can join a CCS as both are IC's.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

Remember you can attach a lord commissar to any unit.

Fair enough, but i think there still might be a typo in the codex.
The rule specifies "A commissar (of any rank) will never shoot Nork ......."
It is written as if it was expected to have a lowly commissar in the squad.
But whatever, i just place him in a regular squad whenever i use regular infantery

It may have originally been planned to have a Commissar available for the command squad. And then when they dropped it, they forgot to change Nork's rules. Or they may have just done a cut-and-paste on Nork's rules from the old codex.
