So I want to make a shooty ork list mainly for fun, so I'm going to place several restrictions down but then try to make that as competitive as I can.
So...the list must be shooting focused, and is supposed to be an Oddboy army, so has these guidelines:
No Nob leaders may be taken in squads. This is because the Oddboyz don't like to have someone bossing them around just because they are bigger.
Edit: Unless it says you can't take an upgrade, you can take it.
HQ: Must take a Big Mek with either a Kustom Mega Blasta or a Shokk Attack Gun.
2nd HQ choice may be either another Big Mek or a Warphead.
Elites: All choices are 0-1 except for Kommandos, which may not be taken. If nobz are taken, they must all have either twin-linked shootas or kombi-weapons, and only one nob can take a close combat upgrade.
1-3 Mek squads may be taken. A Mek squad is either a squad of Burnas or Lootas with 3 Meks with Kustom Mega Blastas.
Troops: Boyz squads must have shootas, may not take a Nob, may not number more than 20 models, and may not take a trukk.
Fast Attack: May not be taken unless the HQ, Heavy Support, and Elites slots are filled. Then, only Warbikers or Warbuggies may be taken.
Heavy Support: Atleast two Shooty Wagons must be taken. A Shooty Wagon is either a Battlewagon with a Killcannon or a Looted Wagon with a Boomgun, and either one must have an 'ard case. All other options on it are allowed. If a Shooty Wagon is taken as a dedicated transport for a Nobz squad, it counts as one of the Wagons.
No other restrictions on Heavy Support other than that a Deff Dread may not take additional close combat weapons. I would like to use Flash Gitz or Big Gunz, but it isn't required.
So...does anyone have any ideas on how I would make this work?

You're setting yourself up for defeat with those restrictions, honestly, because you're handicapping yourself by denying some of the most effective Ork units and upgrades. You've basically listed the army already.
I don't understand why the 'ard case is mandatory. If you're just trying to build a list basically opposite of tried and true methods, just say so. 'ard case requirements doesn't fit an oddboy theme. The "shooty" wagon can't be taken as a DT for the nobz, as that DT is not allowed a killkannon. Why couldn't a shooty wagon be one with 4-5 guns?
I respect themed armies though, because it's about fun. I'm almost surprised that you aren't using a Dread Mob army from IA8.
You didn't specify a point value.
In the spirit of your request but trying to put up a fight:
85 - Big Mek w/KFF
85 - Weirdboy w/warphead upgrade
395 - 7 Nobz, painboy upgrade, all CB, PK, 6 x Shoota/Skorcha. DT: Battlewagon w/Deffrolla, AP, BS, Kannon
180 - 12 Burnas, 3 Mek upgrades
85 - Deff Dread w/2 Big Shootas
130 - 20 boyz, 2 big shootas
130 - 20 boyz, 2 big shootas
35 - Rokkit buggy
175 - Battlewagon w/Killkannon, 'ard case, AP
115 - Looted Wagon w/Boomgun, 'ard case
70 - 3 x kannon w/runtherd, 2 extra crew, 3 ammo runtz
That should be 1500 even.
Well....erm....something like that. Got all your oddboyz in there. Big Mek, painboy, weirdboy, and runtherd. It's not competitive.....but with that theme I'd try something a bit different without all the restrictions.

Alright, so I figured I should probably come up with my own list first. The reason I didn't initially is because I know some people enjoy making lists so I was leaving it open for them. I may go against one or two restrictions I set down, but hey, it's my army  Here goes (text in green is just comments):
Big Mek w/ Kustom Mega Blasta, and 'Eavy Armor - 55
No comments really, he's the Big Mek.
Warphead - 85
For only 85 points, I'd like to try him. Is Warphead needed?

I like it, I think I would want to include one mob of 20 storm boyz with that special character nob upgrade if you could, cause his deep strike and abilities are awesome considering how cheap he is and how good he makes the unit, especially because commandoes cant be taken I like how your taking lots of looted wagons, I think they look great on the field once you convert the leman russ demolishers or battle tanks

 No stormboyz for me. I'd like to keep the list as shooty as possible.
I agree with the Looted Wagons, that was the main reason I took them over battlewagons, for the conversion potential

I've never really used kmbs. One of my most favorite ork models and fluff is the SAG. But I have had terrible luck fielding him. The good news is that he's largely ignored, but under performs for his points. That said, I think ork shooting is under- rated you get two shots for every 6 points spent.
Furthermore, I agree with sumi808. Looted wagons are the coolest most fluffy reasons to field orks. How much more badass can you get than kit bashing a Vulture and a Monolith. Or a ghost ark and a raider! I can't wait to get my basic ork force done so I can start concentrating on play-fluff. Okay, here're the problems I have with the restrictions:
Restricting nobz units to one CC upgrade is counter productive. While not the most efficient use of points, nobs are designed for CC, not to be shooty. While they have limited shooting skills, it's their nature to get in to krump.
Requiring 3 meks in loota or burna squads detracts from their performance. I can see one per unit to keep the theme.
By denying boyz mobs nobs, you have no BP!!! Nobs work with oddboyz all the time, it's part of Ork kultur. So throw the BS or RL on the nob, along with a BP. The PK is just insurance that you'll do more damage in an assault, and let's face it, if you don't assault, your opponent probably will.
Restricitng boyz mobs to 20, not letting them have battlewagons as transports, and not letting them have bosspoles is suicide. One good pie plate and you've lost over 25%. Much more than that and you're making LD tests. Let's face it, by the time you make a test, if you fail, you can't regroup(under half strength). You need the BP for the re-roll attempt.
I've seen shooty battlewagon transports. Not quite as efficient, but honestly, let them be open topped! This allows 20 boys to all shoot from the transport. It allows you to deploy in front and shoot over the mob. Hell, 1 kannon and 4 BS tends to whittle your enemies down! Go with the theme, slightly less efficient, but infinitely more viable than 'ard case.
Consider the following:
175 - 20 boyz, nob upgrade w/ PK, BP, BS. 2 more big shootas.
130 - Battlewagon w/ AP, Kannon, 4 x BS.
You can add GR if you want, BP, the all powerful deffrolla, but I consider a battlewagon that can fire a S8 AP3 shot or S4 AP5 blast, 21 S5 shots, and 34 S4 shots pretty shooty.
Again, if you want the foot slogging, the 30 model units fare better.
I wouldn't bother with GR or RPJ on the boomwagons.....honestly, Don't Press Dat is null if you're immobile
