I want to make an all Calvary army and i dont really care if it will be good or not but i wanted to run alot of coldones and dark riders only with maybe hydras, my question is i wanted to run 3 units of 10 coldones but the points are over 1000 i may be wrong but isnt there a certain point limit you can have in special or when you put your core points in it, it balances out?

50% of your army can be spent on special choices, and at least 25% has to be spent on core. So in a 2000 point game, you need 500 in core and as much as 1000 in specials, keeping in mind that you can only run 3(iirc) of the same special unit(except HE).

While I appreciate themes, I warn you that a Cav list for DE will not likely do well. Imagine going up against 3 cannons.

It would be cool as an alternative army list based on Cold Ones but GW stopped adding the optional army lists a while ago which is a shame.

If you want to run a Dark Elf cavalry army, I'd advise buying some High Elf Silver Helms and using Dark Elf Warrior torsos and arms for Dark Riders. It'll cut down on your monetary expenditures significantly ($105 for 16 Dark Riders instead of $196).

You'll be lacking in numbers (your cheapest guy is 17pts, higher if he's got a repeater crossbow or shield), firepower (22pts for one crossbowmen on a horse versus 10pts were he on foot), and artillery (I assume all-cavalry rules out Reapers), but your slowest guy is Move 7. I'd recommend making up for the lack of firepower with magic; try to fit as many Sorceresses as possible with a mixture of Shadow, Death, and Dark Magic. Pick your battles, use the speed to go for flank charges. You'll probably have the most trouble handling other elvish armies since they've got the speed to screw up your plans.

An all-cav DE list can win, but it'll be a serious points-denial victory. You'll be going for a mid-sized unit with everything you have, smash it, then avoid contact like the plague for the rest of the game to win on points. The Watchtower will be an impossible scenario, and Blood and Glory will be difficult. On the other hand, your speed gives you the best shot at beating a gunline in a Battle for the Pass scenario.
