Can a commander with drones take the vectored retro thrusters? Would his drones simply be destroyed on use like how the rule works with ralai?

From the tau codex, page 28
"Independent characters and single-member teams ('Monats') without drones only."
I read the "without drones only" as applying to both the independent characters and the single-member teams. Under this reading, you may take VRT or drones, but not both.

so two people are say yes and one no. Both a yes and a no cite the same part of the tau codex as source.
is there any clarification to this outside of the codex?

He may not take them if he takes drones.
If it was "Independent Characters, and single-member teams ("Monats") without drones only." then an IC suit with drones could take them, but the lack of comma is very important here, and means that neither ICs with drones nor Monats with drones can take them.
EDIT: In any case, you shouldn't be giving anyone VRTs. Ever.

The wargear specifically states you cannot have drones if you take the wargear.
It shouldn't be taken anyway, tau suits don't need to be in melee, and if they are they normally die quick.
